Help
  • Studies and evaluates existing automated accounting systems.
  • Prepares necessary specifications to further develop and refine the automated accounting system.
  • Coordinates with personnel from the USACE Finance Center, Division, and HQUSACE in the preparation of Automated Data Processing programs, including preparation of flow charts, assembling listings of programs and computer operating instructions.
  • Performs continuous review of computer output to analyze and validate the integrity of the financial database.
  • Coordinates accomplishment of systems duties individually or through a team of system accountants and programmers from the UFC.
  • Improve procedures with due consideration to internal control and other accounting principles.
  • Prepares non-routine correspondence involving the more important decisions, proposals or commitments to other offices within the Corps of Engineers, other governmental offices, and to individuals or firms.
  • Manually adjusts financial entries from Foreign Military Sales projects to properly cost these projects based on necessary regulations.

  • This position has a Temporary Duty (TDY) or business travel requirement of 5% for official duties/training.
  • This is a Financial Management Level II Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

In order to qualify, you must meet the education andor experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for an Accountant:

A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the experience qualification requirements listed below:
For GS-07-
Specialized Experience:
One year of specialized experience which includes: 1. Acquiring information on regulations, policies, and operating instructions applicable to financial management operations.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing-Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.} -Applicants must have a grade-point average of either (a} 3.0 or higher out of a possible 4.0 (''B" or better} as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b} 3.5 or higher out of a possible 4.0 (''B+" or better} based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership-Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/}.OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To
compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent} by 18. Add the two percentages.

For GS-09
Specialized Experience: One year of specialized experience which includes:
1. Preparing various financial analysis/reports; and 2. Researching regulations, policies, or operating instructions applicable to financial management operations.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR
Education
: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LLB. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

For GS-11-
Specialized Experience:
One year of specialized experience which includes: 1. Performing accounting review of financial programs; and 2. Documenting obligations, expenditures, and disbursement of funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

For GS-12-
Specialized Experience: One year of specialized experience which includes: 1. Interpreting federal financial regulations; and 2. Reconciling financial discrepancies in accounts and reports.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
