As a SUPERVISORY FIRE PROTECTION INSPECTOR (GS-0081-10) the primary purpose of this position is to serve as Assistant Chief for Fire Prevention planning, directing, and coordinating all activities of the technical services program including a comprehensive inspection program of all on-base facilities to detect and eliminate hazards in a high fire expectancy area, and a base-wide population motivation training program in fire prevention.

  • Employee must meet medical standards IAW OPM GS-0081 Series and DoD Manual 6055.5.
  • Employee is required to use all safety equipment and clothing provided by management.
  • Incumbent will implement firefighting/emergency response plans and will conduct fire inspections, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions.
  • Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of an organization.
  • Ability to communicate effectively, both orally and in writing.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to work the Fire Alarm and Communications Center (FACC).
  • May be required to participate on Hazardous Materials Teams (HAZMAT).
  • May be required to perform duties associated with the operation of aircraft arresting barrier equipment.
  • Incumbent is on call 24 hours a day, 7 days a week unless TDY or on leave.
  • The incumbent may work a minimum of a 56-60 hour week with the supervisor’s approval.
  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
  • This position meets the criteria for secondary/administrative coverage under special retirement coverage provisions in that it requires prior experience in a primary or equivalent outside experience as a prerequisite.

Qualifications

SPECIALIZED EXPERIENCE:
Must have at least 30 months experience, education, or training in one or more of the following areas: (1) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. (2) Rescue operations. (3) Detection, reduction, or elimination of potential fire hazards. (4) Operation of fire communications equipment. (5) Controlling hazardous materials incidents. (6) Developing, implementing, or providing training in fire protection and prevention (7) Firefighting and fire prevention theory and techniques; (8) Fixed and mobile firefighting equipment operation. (9) Planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) Performing emergency medical services. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Employee is required to be certified by the DoD Firefighter Certification System as Airport Firefighter Fire Inspector III (includes Fire Inspector I, II), Fire Instructor II (includes Fire Instructor I), and HAZMAT Awareness. NOTE: The following certifications are also required if the Assistant Chief for Fire Prevention is utilized to fill in for the Assistant Chief for Operations position- Fire Officer III (Includes Fire Officer I,II), Hazmat Incident Commander (includes Hazmat Awareness and Hazmat Operations), Airport Firefighter (includes Firefighter I and II).

ADDITIOANL CONDITIONS OF EMPLOYEMNT:
This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.

Special Retirement Provisions Authority: One of the following apply:
- FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 USC 8401(14), 5 USC 8412 (d), and 5 CFR 842.802]. Authority: Authority: Secretary of Defense Memorandum, dated 31 Aug 89.
- CSRS Position covered as a secondary position under the CSRS special retirement provisions for Federal firefighters [5 USC 8331 (21), 5 USC 8336(c), and 5 CFR 831.902]. Authority: OPM Memorandum, dated 26 Jun 89.
Note: Special retirement coverage is effective retroactive to the date of the personnel action of this SCPD.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Employees in positions, involving firefighting duties or other duties involving arduous physical exertion, may be subject to periodic (e.g., annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position.

All positions require a security clearance and drug testing. Applicants must possess or be able to obtain the appropriate clearance within one year of appointment. Applicants must pass a drug test prior to appointment.

The maximum entry age for DoD firefighters is 37. An individual not appointed by the last day of the month in which the individual becomes age 37 will not be originally appointed or assigned to these positions. For exceptions to the maximum entry age, see DoD Instruction 1400.25, Volume 336, January 22, 2015, Incorporating Change 1, December 1, 2017, Enclosure 3, Section 3.
