In this role as a Enterprise Operations Assistant Director, you will be responsible for:

  • Leading SEC enterprise infrastructure operations, including planning, implementing, and maintaining compute, data, network, and hybrid-cloud environments to ensure secure, reliable, and efficient service delivery.
  • Directing day-to-day operational systems and process improvements, establishing and refining change-management controls, performance visibility, metrics, and KPIs to drive operational excellence.
  • Managing contractor, vendor, and third-party performance, defining service-level agreements, monitoring outcomes, enforcing accountability, and ensuring alignment with budget and organizational priorities.
  • Overseeing risk management and business continuity activities, ensuring ongoing infrastructure risk assessments, mitigation strategies, and disaster-recovery readiness in accordance with federal standards.
  • Providing strategic workforce leadership, supervising subordinate supervisors and technical staff, building and developing a skilled workforce prepared to support current and future enterprise technologies.
  • Ensuring operational policy compliance and governance, coordinating IT policy matters across Headquarters and Regions and advising leadership on major enterprise initiatives and technology integration.

  • SUPERVISORY PROBATIONARY PERIOD: This appointment may require completion of a two year supervisory/managerial probationary period.
  • The duties of this position may require the incumbent to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.

Qualifications

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. BASIC REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:
  1. Leading projects and/or teams in advanced IT related project efforts;
  2. Planning, organizing, and directing team and system stakeholder efforts across organizational lines; AND
  3. Implementing standardized measures and metrics to deliver a quality customer server operations program.

ACCOMPLISHMENT RECORD COMPETENCIES: Your Accomplishment Record narratives should address the following competencies. See the How You Will Be Evaluated section below for more information:
  • Program Management: Ability to develop and execute programs to deliver results that efficiently and effectively meet SEC's mission, strategic plan and goals, with little or no guidance.
  • Technology Expertise: Knowledge of the principles and methods of specialized technologies, tools, and delivery systems, including security, risk management, governance, functionality, and user interface in area of expertise (e.g., programming languages, server, web, applications, network)
  • Technology Awareness: Uses technological developments, new requirements, and new applications of information technology (hardware, software, and telecommunications), emerging technologies and their integration into business processes, and implementation of information systems to meet organizational requirements.
  • Strategic Execution: Understand and implement SEC's and Division/Office's policies and goals, with regard to personnel or programs in their purview anticipating, identifying, and addressing the impact of internal and external environmental factors, linking them to capabilities and potential of the organization.

SEC COMPENSATION PROGRAM: Total salary (base pay + locality) is dependent upon duty location. The overall salary range listed above is provided for informational purposes. The pay for current SEC employees will be determined according to the procedures specified in the agency's policy.
