  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience with EOC equipment and equipment maintenance (planned and corrective); 2) Knowledge and experience in an operational role in a response or project involving real time execution, adjustments to challenges or changing priorities, and producing standard outcomes or products; 3) Ability to communicate and coordinate with personnel from other organizations to build relationships, gather, track and update data for status reports, and conduct training/ marketing; and 4) Background and knowledge with emergency management basics (EM background, EOC experience, FEMA courses, etc.) NOTE: Your answer must be supported by information in your resume.

Education

Successful completion of a master's or equivalent graduate degree

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

This position is eligible for ad-hoc/situational telework at the discretion of management.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Physical Demands:

While much of the work is sedentary, the employee will e required to travel to/from locations and fieldwork. Primarily working in an office environment, regular lifting, movement, assembly, connecting, testing and minor troubleshooting of a computer, relate office and other emergency management equipment may be required. In the case of disaster or emergency, the incumbent must be available and willing to respond on short notice to deploy into the field or off-installation and utilize appropriate personal protection equipment as necessary.

Work Environment:

Work is generally performed in an office setting, primarily aboard naval installation, rarely in hazardous and high noise areas. Primarily working in an office environment, regular lifting, movement, assembly, connecting, testing and minor troubleshooting of computer, related office and other emergency management equipment may be required. Position will involve occasional travel to other installations for meetings, conferences, training or emergency operations. The incumbent must be able to perform effectively in a highly stressful atmosphere, maintain 24-hour accessibility for both superiors and subordinates plus readjust priorities as changes in the uncontrollable workload arise based on threating man-made or natural conditions. During a crisis, must be available for odd shift schedules and uncontrolled overtime.
