Duties

Help
  • You will prepare installation Antiterrorism/Force Protection plans in support of continuity of operations and develop emergency plans and procedures for the effective use of resources during emergency situations.
  • You will participate in the coordination of defense and terrorist incident type emergencies utilizing installation and Major Command resources.
  • You will prepare and participate in joint/combined exercises, preplanning, Operational Plan/Contingency Plan tests, critiques, and after-action reviews for the Commander.
  • You will manage all aspects of Security Clearance actions for military and civilian personnel: initial clearance requests, periodic reinvestigations, administrative changes to clearance levels, suitability determinations, and adverse actions.
  • You will work directly with DoD Central Adjudication Facility (CAF) and individuals on Statement of Reasons (SOR) to deny or revoke security clearance or for reconsideration packages.
  • You will work with the physical security and cyber security office to ensure classified processing areas are in compliance with regulatory guidelines for protection of National Security Information and material.
  • You will ensure contract personnel assigned to the installation have the proper investigation and access granted prior to being granted access to classified or sensitive processing areas or material.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing multi-discipline security programs (e.g., Antiterrorism, Personnel Security (PERSEC), Information Security (INFOSEC), Operations Security (OPSEC), Industrial Security (INDSEC), and Foreign Disclosure (FD)) to resolve and improve security issues.

Must be able to obtain and maintain the following certifications within 2 years of assignment per DoD 3305.13-M.
a. Security Fundamentals Professional Certification (SFPC)
b. Security Asset Protection Professional Certification (SAPPC)
c. Industrial Security Oversight Certification (ISOC)
d. Physical Security Certification (PSC)

This position is a designated Emergency-Essential (E-E) position. The employee must agree in writing to continue to perform the duties of the position in the event of an emergency, until relieved by proper authority. This position requires the employee to be screened from military recall status. When appropriate, the employee's dependents will be evacuated from the crisis zone with the same priority as other DoD-sponsored evacuates.

A pre-employment physical examination is required.

This position is a drug-testing designated position (TDP) subject to random testing for illegal drug use. In accordance with Executive Order 12564, incumbent for this position is required to submit to a drug test and receive a negative drug test result prior to appointment.

This position has been designated as a Security Professional Education Development (SPeD) position in the DoD SPeD Certification Program. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from Federal service.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
