The primary purpose of this position is to serve as a Wideband Satellite Communications (SATCOM) Transmissions and Payload Controller, in support of a Wideband SATCOM Operations Center (WSOC). Providing Wideband SATCOM transmissions, payload, and defensive space control support.

Duties

Help

  • Provides advice and instructions to other satellite controllers on technical work and operational processes.
  • Studies directives and criteria emanating from higher authorities and based on analysis of this documentation develops, implements, directs, and manages specific guidelines and procedures to be applied in executing work applicable to Wideband SATCOM and all functional and associated SATCOM and satellite areas.
  • Supports Force Modernization fielding efforts at the local site. Conducts scheduled satellite testing and system characterization.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Special Access Programs (SAP).
  • A non-disclosure agreement must be signed.
  • Must be able to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
  • Drug testing position, subject to pre-employment and random drug testing.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work shift work and/or overtime on an unscheduled or emergency basis.
  • Mission Essential position. Must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • This is an acquisition demonstration project position NH-2 equivalent to a GS-05 to GS-11.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions and Individual Occupational Requirements for Telecommunications Series 0391.

EXPERIENCE: Applicants must have three years of progressively responsible general work experience with one (1) year of that experience at the next lower broadband NH-1, equivalent to the next lower grade GS-04, or equivalent in other pay systems, which provides a basic knowledge of telecommunications functions, problems, and/or solutions.

EDUCATION:
Full four-year course of study leading to a Bachelor's degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
Combinations of successfully completed post-high school education and experience may be used to meet the total qualification requirements. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge Wideband SATCOM systems and operations sufficient to serve as a technical advisor to other satellite controllers.

2. Ability to configure and operate Wideband satellite systems, management, planning, and tools to ensure authorized levels of performance.

3. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.

4. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.

5. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
