Duties

Help
  • Serves as the Chief of the Security and Protection Programs Office for USACE Mission Support Battalion.
  • Responsible for all operational protection programs to include Physical Security, Security Education, Training, and Awareness, Antiterrorism, Emergency Management, Operations Security and Continuity of Operations for USACE assets in the NCR.
  • Develops/implements all physical security measures that support anti-terrorism and force protection plans and assessments, including the protection of the USACE CG (3-star) and DCG (2-star) Executive Suite at the GAO Building (USACE Headquarters).
  • Plans, organizes, directs, coordinates and controls procedures for establishing priorities for expending resources for the protection of assets and facilities based upon analysis of mission criticality and threat levels.
  • Advises on command policies and procedures in the areas of physical information, personnel, industrial, technology security, and operations security access.
  • Responsible for the proper classification, declassification, and protection of classified national defense and other sensitive information originated or controlled by the organization.
  • Advises Commander/Director to appoint investigating officers if formal investigations are warranted.
  • Oversees multi-disciplinary security programs to include Information Security, Personnel Security, Industrial Security, Foreign Disclosure, and Contacts with Foreign Representatives.
  • Supervises a workforce, exercising the full range of personnel management responsibilities of assigned personnel.
  • Identifies and provides for developmental and training needs of employees and provides on-the-job training as needed.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program.
  • This is a Drug Testing position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: 1) Applying security and intelligence technical methods, policies, regulations, and procedures to manage and provide advice and guidance on multi-discipline security program areas to include Personnel Security (PERSEC), Information Security (INFOSEC), Foreign Disclosure (FD), and Industrial Security (INDUSEC): 2) Providing general direction to Program Managers and workers; 3) Developing work improvement plans and recommending personnel actions as necessary; 4) Developing long/short range strategic planning that initiates projects that are intended to update and modernize current security policy; AND 5) Preparing and presenting oral and written presentations related to security matters.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
