Emergency Operations Specialist

Emergency Management Division

Salary: $84,271 - $90,661

This is a non-supervisory position.

Job Summary:

This role supports the Emergency Management Division of the Office of the Sergeant at Arms, providing comprehensive emergency planning and continuity for the U.S. House of Representatives. The position supports the operability of the House Operations Center and SAA emergency systems, manages checklists and reference materials, and coordinates with House organizations, Congressional entities, federal agencies, and private partners on emergency operations efforts.

Duties:

Typical duties include, but are not necessarily limited to:

  • Supports the readiness and maintenance of the House Operations Center (HOC), including the functionality of all equipment, systems, databases, and other technology platforms (e.g., audio/visual, iPads, monitors, computers, and radios, communications equipment, etc.).

  • Updates and maintains operations center checklists, standard operating procedures (SOPs), concepts of operations (CONOPs), etc.

  • Manages select databases and software solutions, collaborating with SAA IT to ensure the timely execution of software updates and ensure proper operability.

  • Supports the development of emergency management Special Event Support Plans.

  • Supports various program areas, including, but not limited to Information Management and Common Operating Picture (COP) tools (e.g., WebEOC, ArcGIS), Mass Notification Systems, Accountability, Continuity of Operations (COOP) kits, Communications equipment, Critical Infrastructure and Key Resources, and Emergency Transportation.

  • Researches and proposes solutions for enhancing operational equipment and solutions (i.e., emerging technology, new software solutions, new equipment for personnel, etc.).

  • Reviews and analyzes reports, documents, project trackers, event calendars, etc. and share information with applicable staff.

  • Attends meetings and shares key takeaways with applicable staff.

  • Supports development, readiness, and implementation of the House life safety and continuity programs, including support to projects, exercises, and special events, as needed.

  • Coordinates with appropriate Congressional staff, other Federal agencies, and private sector entities regarding issues, initiatives, and standards related to emergency management and continuity.

  • Serves as a watch officer in the House Operations Center Duty Program 1-4 days per month.

  • Performs other duties as assigned.

Qualifications

Job Requirements:

  • Bachelor’s degree or equivalent experience.

  • Emergency management, emergency operations (including operations centers), and/or project/program management experience.

  • Emergency Management - Skill in coordinating and managing resources, protocols, and responsibilities pertaining to the mitigation of, preparedness for, response to, and recovery from an emergency.

Work Schedule:

Full-time, permanent. Monday – Friday, 8:30 p.m. – 5:00 p.m. Must be able to work outside of normal business hours, when necessary, evenings and weekends as needed.

Physical Requirements and Work Environment:

This job is based in a typical office environment. Actual weight handled varies, but the role involves handling items including books, documents, and equipment weighing up to 25 lbs. The incumbent should be capable of meeting physical requirements, which may include sitting, lifting, bending, crouching, walking, and standing.

Security Requirements:

  • Ability to obtain and maintain a Top Secret security clearance.

Other Significant Factors:

  • Job requires on-call support.

  • Job requires occasional travel.

  • Job may be required to report to work in all conditions.

  • Job may require various shifts, extended hours, or weekends.
