Help

As a ACCOUNTANT (STAFF) at the GS-0510-13 some of your typical work assignments may include:

  • Applies theories, practices, methods and techniques of accounting as Command focal point for accounting structure reconciliation.
  • Reviews and interprets new or substantially revised policy changes to determine the impact on current accounting and reporting procedures of systems.
  • Provides technical guidance, advice, and assistance on accounting and related financial information, and on fiscal matters relating to the affect of accounting changes.
  • Represents USTRANSCOM and the JFC at a variety of DoD, Federal Government, installation and functional area organizations.
  • Utilizes and analyzes automated accounting systems and computer generated products.
  • Facilitates financial statement audit execution and manages deficiency remediation

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Performing duties in direct support of financial statement auditing.
  • Reviewing and implementing policies related to financial reporting, financial management, auditing, and accounting processes.
  • Analyzing accounting transactions with source information from multiple accounting and financial systems.
  • Identifying financial statement and process deficiencies and establishing and completing corrective action plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0510 series.
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

FINANCIAL MANAGEMENT: This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.

Air Force Elements, U.S. Transportation Command

The US Transportation Command provides responsive air, land, and sea transportation support to deploy, sustain, and redeploy US military forces worldwide during peace and wartime. USTRANSCOM is also responsible for coordinating and overseeing the end-to-end global logistics and supply chain management systems within the DoD. USTRANSCOM seeks highly skilled applicants in a variety of fields to include: Acquisition, Information Technology, Strategic Planning, Financial Management, Logistics, and Supply Chain Management.

Mission Statement: USTRANSCOM J8 (TCJ8) is the Program Analysis and Financial Management Directorate which formulates and integrates the command's budget while focused on the effective and efficient use of the command's resources. TCJ8 develops command fiscal policy procedures and resolves issues on use of the COCOM-wide $10 billion Transportation Working Capital Fund (TWCF) budget. This Directorate is the focal point for financial statement audit with our Transportation Component Commands and the Office of the Secretary of Defense. Additionally, the Directorate shapes strategic goals and ensures funding of critical initiatives through the Planning, Programming, Budgeting, and Execution cycle. TCJ8 is the fiscal Corporate Governance Process lead for establishing cost benefit analysis priorities of future investments in Capital Purchases.
