Duties

Help

  • Develop, implement and manage an Airfield Management training program to qualify personnel for position certification,
    skill-level advancement and ensure proficiency in support of peacetime flying operations/wartime readiness.
  • Identify and forecast formal and supplemental training requirements.
  • Represents Airfield Management with a variety of installation and functional area organizations.
  • Furnishes pilots with a full range of services pertinent to pre-flight planning. Reviews flight plans for accuracy and
    completeness, ensures accurate and timely input of flight plans into the National Airspace System (NAS).

  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required. The work may require irregular hours of work, rotating shifts and rest days, with periods of high stress.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Subject to TDY approximately days 12 per year.
  • May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises.
  • Position is considered Mission Essential and is a Key position.
  • Work requires incumbent to go outside in all types of weather conditions to inspect the airfield.
  • Physical Required. Must be able to lift 50 pounds.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying. NOTE: You must submit a copy of your transcripts.

General Experience (for GS-5 positions): For positions in this series other than Marine Transportation, experience that provided a general knowledge and understanding of traffic or transportation programs or operations. For Marine Transportation positions, experience must have been related to determining the terms and conditions for shipping cargo, coordinating storage, scheduling and shipment of goods and ship logistic requirements, such as berths, bunkers, crane service, and computing costs for cargo shipment.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GENERAL EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience that provided a general knowledge and understanding of traffic or transportation programs or operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

The ideal candidate for this role is a methodical and experienced training professional with a strong background in airfield operations. This individual excels at instructional design, program management, and regulatory compliance. They are responsible for creating a robust training pipeline that ensures all Airfield Management personnel are not just qualified, but highly proficient in their duties. With a meticulous approach to record-keeping and a commitment to continuous improvement, this candidate will be the cornerstone of operational readiness and safety for the airfield management team.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD, Air Force, Federal Aviation Administration, International Civil Aviation Organization rules,
and other applicable laws, regulations, instructions, and directives, as they pertain to airfield management,
airfield criteria, air traffic control, and aircraft operations.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within
available resources, and to mentor, motivate, and appraise the staff of an organization.
4. Ability to communicate both orally and in writing.
5. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate
options concerning airfield operations and maintenance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
