Duties

Help
  • You will serve as an advisor to the Director/Deputy Director, Mariner Skills Training Directorate on all matters relating to NSS training for Officers and Enlisted personnel.
  • You will coordinate with the SWSC Senior Officer Training Directorate (N75) to maintain a listing of military personnel capable of acting as Operators or Watch Standers for Mariner Skill Assessments (MSAs).
  • You will manage the administration of the courses under them, and coordinate with SWSC Training Systems Sustainment Operations Directorate (N3) and outside agencies for maintenance and upgrade of training equipment when required.
  • You will ensure all curriculum, exercises, and practice scenarios are developed within NETC guidelines and synchronized to support the Command Qualification Exam (CQE), PCO, PXO and MCO scenarios or applicable Enlisted qualifications.
  • You will audit contract instructor performance to ensure approved training is being delivered and SWSC standards are being maintained.
  • You will be responsible for ensuring the Assistant Navigators, Navigators, Bridge Resource Management and Navy Electronic Chart Display and Information Systems (ECDIS} meet current STCW standards.
  • You will supervise, evaluate, and mentor subordinate NSS instructors; distributes and balances workload among subordinates within fluid workflow requirements.
  • You will ensure timely performance of a satisfactory amount and quality of work.
  • You will verify status and progress of work and makes adjustments in priorities based on productivity or changing needs.
  • You will instruct employees in specific tasks and job techniques and provides training in evolving instructions procedures and Fleet functions and processes.
  • You will check on work in progress or spot checks work not requiring review and reviews completed work to see that instructions on work sequence, procedures, methods, and deadlines have been met.
  • You will establish performance standards and contributes to ratings within internally established guidelines.
  • You will define and establishes instructional and student performance requirements and standards in alignment with Fleet Skill Objects, Human Capital Objects, and Navy Mission Essential Task Lists (NMETLS).
  • You will independently develops, builds, and integrates instructional tools for delivery throughout the Integrated Learning Environment (ILE).
  • You will assemble Course Reviews upon completion of each course using information compiled from student critiques, instructor evaluations, and command monitors.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector 1) demonstrates mastery of all aspects of navigation, seamanship, and ship-handling; 2) Provides supervision, leadership, and direction to subordinate instructors by delegating specific authority to carry out their respective responsibilities; 3) Guides, leads, and advises subordinate personnel and providing recommendations for improving other instructors, procedures, and standards; 4) Develops, builds, and integrates instructional tools for delivery throughout the Integrated Learning Environment.
