Duties

Help

  • Plans, organizes, coordinates, and implements a developmentally appropriate and diverse educational, recreational, and leisure programs which meets the needs of base youth.
  • Manages the Open Rec/Teen Area. Monitors day-to-day operation of the Open Rec area, assisting the Youth Director in oversight of programming, administrative duties, facility, property and maintenance.
  • Assists the supervisor with the execution of and administration of operating budget.
  • Provides a safe and healthy environment for youth.
  • Assists in developing marketing strategies to promote and publicize the open rec/teen program and increase awareness and participation.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Position/employee is subject to background checks in accordance with Public Law (PL) 101-647.
  • Position/employee is subject to obtaining and maintaining training, to include infant/child CPR, first aid, and various Airman and Family Services training modules.
  • Must demonstrate maturity and good judgment.
  • Position is subject to work and uncommon tour of duty to meet program requirements including nights, weekends and holidays.
  • May be required to travel on military and commercial aircraft when performing temporary duty (TDY).
  • Must have the ability to read, write, and speak English.

Qualifications

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge gained through relevant experience which enables the employee to independently carry out continuing youth activities, projects, or programs through the proper application of the principles, concepts, and techniques of youth programs to the specific needs of military youth. Knowledge of a wide range of activities and services, or participant interests and needs, and of the methods and processes involved in a teen center and the skill to use this knowledge to plan and conduct an enhanced variety of youth activities and services. Knowledge of the various methods, techniques, and procedures to publicize recreational programs and activities through all available media (TV, radio, newspapers, flyers/brochures); and skill in publicizing and promoting recreational programs and activities.

EDUCATION:
I have one year of graduate-level education with a major study in a subject area related to the position (general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation e.g., senior citizens, institutional, etc.; or physical education.) OR I have a bachelor's degree in a subject area related to the position (general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation e.g., senior citizens, institutional, etc.; or physical education.) and am claiming Superior Academic Achievement. NOTE: You must submit copies of your official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
I have a combination of specialized experience and education as described above. Therefore, I have a combination of experience and education to meet the qualifications of the position. NOTE: You must submit a copy of your official transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of recreation and leisure program planning concepts, principles, and methodology.
  2. Knowledge of youth development theory, methodology, and practices relating to physical, intellectual, social, and emotional development.
  3. Knowledge of youth activities regulatory requirements, policies, and practices.
  4. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of open rec/teen programs; and in effectively organizing and utilizing available resources within the program framework.
  5. Ability to communicate effectively orally and in writing.
  6. Ability to develop and maintain good working relationships and be an effective leader for a working group

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
