  • Gathers background information for assigned audit areas to include missions and functions, resources and applicable laws, regulations, guidance and studies.
  • Assists in identifying and testing internal controls and performing other applicable audit tests to aid the audit team with applicable contract audit functions and develops conclusions regarding data collected and analyzed.
  • Assists audit team with the compilation, arrangement and evaluation of data and preparation of audit working papers and summaries detailing the results of the work for audit steps.
  • Assists in maintaining appropriate audit administrative files, time control information and data needed to track pertinent information to assist the audit team.
  • Examines and reviews accounting documents such as payroll and vouchers to identify and verify costs and determines propriety and validity appropriate.

  • Must be able to obtain and maintain a Secret clearance (at a minimum); some positions require a TS/SCI (Top Secret/Sensitive Compartmented Information)
  • Must comply with the Generally Accepted Government Auditing Standards (GAGAS)
  • Must sign written agreement regarding Federal Government Ethics and Conflicts of Interest
  • Must have a cumulative GPA of 2.5 or higher on a scale of 4.0
  • Must be enrolled at a qualifying educational institution on at least a part-time basis (as determined by the academic institution)
  • Initial Probationary Period: Accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.
  • Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.
  • Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment.
  • Mobility Agreement: Assignment changes are an inherent part of career development and training for these positions. Auditors may rotate within commuting areas where sufficiently diverse work assignments are available.
  • Travel: Some travel is required. Travel is typically local; however, some overnight travel may be required.

Qualifications

Applicants must be current students in good academic standing, or accepted for enrollment for FALL 2026, on at least a part-time basis pursuing a baccalaureate or graduate degree at a qualifying educational institution and is making satisfactory progress towards receipt of a baccalaureate or graduate degree. The degree must be in Accounting or a related field (accounting, auditing, business administration, economics, finance, or public administration) with a total of 24 or more semester hours in Accounting (this may include up to 6 semester hours in Business Law)

To be creditable, education must be obtained in an accredited college or university recognized by the U.S. Department of Education.

Qualifying Education Institution: Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the Secretary of the U.S. Department of Education (https://ope.ed.gov/accreditation/Search.aspx)

1) A 2-year or 4-year college or university; OR

2) A graduate or professional school (e.g., law school, medical school)

Minimum Qualifications for the GS-599-03:
Completion of one academic year of post-high school study.

Minimum Qualifications for the GS-599-04:
Completion of two academic years of post-high school study or associate's degree.

* The required education must lead to a degree in Accounting or a related field (accounting, auditing, business administration, economics, finance, or public administration) with a total of 24 or more semester hours in Accounting(this may including up to 6 semester hours in Business Law).

Conversion: Selectees may be converted to a permanent appointment in the competitive service without further competition when they have completed the course of study leading to a bachelor's or graduate degree and meets the qualification standards for the positions to which converted.

Financial Management Certification: Selectees must meet the requirements of the DoD Financial Management (FM) Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 2 certification must normally be completed within two years of the selectee's employment start date.

Defense Acquisition Workforce Improvement Act Certification (DAWIA): You must have achieved DAWIA certification in Program Management or alternatively, you must have the ability to obtain the required certification for this position within 24 months of conversion to a career conditional appointment.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.

Additional information

These positions are being filled under the Direct-Hire Authority (DHA) for Department of Defense for Post Secondary Students. Positions are filled in the competitive service on a temporary or term basis with a full-time or part-time work schedule. Term appointments may be extended up to 4 years. Selectees may be eligible for promotion potential to higher grade levels and/or for conversion to the permanent workforce.

DHA Post-Secondary Students may be considered for noncompetitive conversion to a permanent appointment if they meet the following:

  1. Successfully completes relevant course of study leading to a baccalaureate or graduate degree with a GPA of at least 2.95.
  2. Completes not less than 640 hours of current continuous employment;
  3. Meets the OPM Qualification requirements for the target position to which the student may be converted;
  4. Maintain acceptable performance
It is important to remember that eligibility for conversion to permanent employment is neither automatic nor guaranteed.

Conditions of Employment: The positions filled from this announcement will involve working with Defense Contractors and may be located at a contractor location. Due to this, there are conditions of employment which preclude any affiliation with the Contractor to which you may be assigned. If selected for this position, you must comply with the independence standards contained in the Generally Accepted Government Auditing Standards (GAGAS) in all matters related to the assigned audit work at the contractor named in your tentative offer letter. In addition, you must be free of any financial conflict with the Contractor to which you may be assigned. You must take action to divest any conflicts prior to appointment. Salary: The salaries noted in this announcement are the base salary and locality pay for the Rest of U.S. pay schedule at the GS-3 and GS-4 levels. The General Schedule (GS) basic pay schedule varies by geographic locality.
