Summary

This position is eligible forthe Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. The incumbent directly supervises, guides, and oversees the activity of clinical pharmacists, pharmacy technicians, and trainees across VA Tennessee Valley Healthcare System (TVHS) Pharmacy Service as well as develop policies and procedures. The supervisor works directly with pharmacy personnel and other key stakeholders and committees to optimize and operationalize cost-effective medication therapy management solutions. The supervisor assists Pharmacy Service management with the responsibility for planning, organizing, and directing activities resulting in high quality patient care in accordance with applicable laws, regulations, and standards.

Duties for Inpatient Pharmacy Supervisor includes, but it not limited to the following:

  • Responsible for the day-to-day operations of the Inpatient Pharmacy, Pharmacy Service, TVHS, including scheduling and duty assignments.
  • Responsible for the oversight of all operations and control of all medications issued to inpatient area.
  • Responsible for the development, revision, implementation, and updating of policy and standardized operating procedures for assigned areas of responsibility in alignment with VHA Directives, Pharmacy Benefit Management (PBM) guidance, and other applicable mandates.
  • Responsible for all performance and process improvement activities in the Inpatient Pharmacy including quality assurance reviews, direct observations, competency reviews, peer reviews, and other reviews.
  • Maintains effective relations with medical, professional and administrative staffs of the healthcare system, external stakeholders, and patients/caregivers.
  • Responsible for providing professional guidance to medical and professional staff.
  • Responsible for enforcement of VA, Medical Center, Service, FDA, DEA, State and Federal regulations and accreditation body standards.
  • Responsible for assuring that all aspects of drug control, drug accountability, and drug security are in accordance with local and national policies.
  • Completes performance evaluations within timelines provided. Recommends recognitions and/or disciplinary actions as applicable.
  • Direct line supervisory responsibility for pharmacy technicians, pharmacists (staff/fee basis/contract), specialty pharmacy technicians, residents, and students as applicable.
  • Assures medications are dispensed consistent with The Joint Commission standards, VA requirements and Federal and State Laws impacting Pharmacy Service.
  • Assures that all USP 797/800 requirements regarding compounded sterile products are followed by all personnel working in the sterile compounding areas, including oversight and adherence of other service personnel that have responsibilities in this area.
  • Responsible for the proper functioning of all dispensing equipment operations in accordance with all applicable owner's manuals.
  • Works with the Chief, Pharmacy Service to promote optimal patient care within budget appropriation.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Tect (TOEFL iBT).
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Grade Determinations: GS-13
The following criteria must be met when determining the grade of candidates.

Experience: In addition to the basic requirements, candidates must have 1 year of experience equivalent to the next lower grade level (GS-12) and demonstrate the following KSAs:

a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.

The actual grade at which an applicant may be selected for this vacancy is 13.

Physical Requirements: Applicants must be able to perform the following duties: lifting (up to 50 lbs); carrying (up to 50 pounds). Applicants must have use of all fingers. Walking or standing for up to 8-hours. Kneeling intermittently multiple times for up to 8-hours. Use of both legs is required. Must possess visual acuity to read typed print. Keen hearing (aids permitted). Mental stability must be required to handle rigors of the position. The loss or impairment of a specific function may be compensated by satisfactory use of prosthesis.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
