As a HUMAN RESOURCES OFFICER, GS-0201-14, you will serve as primary staff advisor to TAG/CG, staff elements, and operating official on matters pertaining to manpower and HR management, develop and administer S/T/DC rules and procedures adapted from policies prescribed by the U.S. Office of Personnel Management(OPM), Department of Defense (DoD), Department of the Army (DA), and Air Force (DAF), National Guard Bureau (NGB), and other Government Agencies, direct development of administrative regulations and procedures to provide efficient and timely accomplishment of all HR functions, direct the planning, operations, and administration of determining and documenting training needs, evaluating training courses, assigning priority to training plans and evaluating training accomplishments, ensure preparation of budgetary recommendations for training needs, allocation of quotas, and scheduling of personnel for training, plan and administers Full-Time Workforce career development programs, direct the planning, operations, and administration of the S/T/DC federal employee benefit, leave, such as health, life insurance, dental, vision, leave Thrift Saving Plan (TSP), physical capability requirements, limited duty, and the Federal Employees Compensation Act (FECA), available retirement programs and options, applies Equal Opportunity (EO)/EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination, direct the planning, operations, and administration of the HR Information Systems (automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services), directs the planning, operations, and administration of the Full-Time Support (FTS) Title 32 ARNG and ANG AGR programs, direct the administering, delivering, maintaining, advising, and adapting of S/T/DC programs and policies impacting AGR vacancy announcements, accessions, retirements, key-staff appointments, and in-processing actions, direct the planning, operations and administration of programs advising both management and subordinates on matters pertaining to performance management, and employee recognition and incentive awards programs, conduct and discipline, the labor relations program, direct the planning, operations and administration of the position classification and position management program, S/T/DC manpower policies and directs their implementation with OPM, DoD, DA, DAF, and NGB policies and authorizations, direct the planning, operations, and administration of the S/T/DC merit promotion plan to include procedures for recruitment, placement, evaluation, and pay determinations, responsible for the management of federal funds relating to the Full-Time Workforce personnel to include travel, salaries, training, and incentives costs, direct, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters, direct HRO programs and projects, and carry out assigned missions; plans, directs, coordinates, and expedites special projects and actions appropriate for each program, when tasked will undertake special studies, responsible for mobilization planning as pertains to the requirements of the Full-Time Workforce and HR Office (HRO) responsibilities.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

Military Grades: Officer (LTC/O5 to COL/O6)

BASIC QUALIFICATION REQUIREMENTS
- Skilled in collecting and analyzing data effectively, efficiently, and accurately;
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
- Ability to write English in reports and presentation formats;
- Ability to communicate clearly and effectively;
- Skilled in presenting formal training presentations and briefings;
- Ability to assess body language and perceive emotional and/or distress levels; and,
- Skilled in applying procedures and directives by reading and interpreting program material.

General Experience: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

Specialized Experience: Must have at least one year of specialized experiences at the GS-13 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. In addition to a high degree of analytical ability, applicants at this expert level must have a full range of competencies in regard to implementing and managing applicable directives, regulations, policies, merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. Must have specialized experiences in career broadening human resources programs such as, leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. Experienced in managing military or civilian employees on all program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work that met or exceeded work requirements and expectations. Must have professional experience and demonstrated abilities to train and mentor employees on the correct procedures and required competencies to address and resolve employee performance and/or behavior issues. Experience included leadership skills for directing, training, and guiding employees on human resources military and/or civilian programs and assigning applicable tasks. Must have experience in managing and supervising work functions and discipline requirements. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development plans that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in conducting multiple employee performance evaluations; mentoring junior officers and enlisted employees; managing resources and budgets; and directing assigned work. Experienced in identifying employees' strengths and weaknesses that resulted in their increased performance values in quality work, accurate decisions, timeliness considerations, and work efficiencies. Previous supervisory assignments involved improving the employees' skills and abilities through mentoring, training, and individual career development. Must have expert knowledge of merit principles, equal employment, and affirmative action guidelines.

Education

An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
