Duties

Help
  • Direct the overall execution of the District's MILCON, OMA, SRM, and Preventive Maintenance and Repair programs from inception through completion and warranty.
  • Serve as the principal point of contact and representative for the District to HQUSACE, military commands, other federal agencies, and congressional offices on all matters concerning the branch's programs.
  • Develop long-range work plans, forecasts workload and income projections, and assembles necessary criteria and information to ensure the successful execution of military projects.
  • Negotiate and integrate the needs of various customers, agency commitments, and District functional areas into comprehensive Program and Project Management Plans (PgMP/PMP).
  • Act as the final authority for District decisions regarding changes and compromises related to project scope, schedule, budget, and quality.
  • Manage and oversee the utilization of program resources, including funds and manpower, to ensure compliance with management plans and effective use.
  • Review and evaluate the status of all programs and projects to ensure objectives are met, identifies slippages, and directs corrective actions.
  • Verify the proper and timely acquisition, allocation, and management of project funding using systems such as the Corps of Engineers Financial Management System (CEFMS) and other corporate automated systems.
  • Implement, adapt, and interpret policies from USACE and customers to guide program execution and ensure compliance with all directives and regulations.
  • Present program and project status to the District's monthly Project Review Board (PRB) and other review bodies, ensuring all reporting and documentation are accurate and complete.
  • Manage personnel actions, including selections, promotions, and awards; identifies and coordinates employee training and development needs to build team capabilities.
  • Serve as a District Outreach Representative for the military mission area, working with the Outreach Coordinator to develop and execute customer engagement plans.

  • This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position may require TDY 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes1) Provide a life-cycle project management and technical service in supporting the execution of planning, design, and construction management of assigned program missions; (2) Develop plans and programs and assemble criteria for the successful execution and life cycle Project Management within the framework of District's policy, directives, and regulations; (3) Providing technical advice and support to customers and other offices, including higher authority, on the execution of a Civil Works programs and projects.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
