Help

  • Serve as liaison between clinical staff and technical staff, and manage all administrative aspects of their programs and projects.
  • Responsible for management, assessment, design, integration, modification, maintenance, and analysis of program and processes related to the field of health informatics including administrative and clinical data and data management services or systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA.
  • Develop targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely.
  • Cultivates and maintains effective relationships with key partners and stakeholders that impact informatics from central office level, through the facility level.
  • Cultivates a healthy working relationship between the Offices of Information and Technology (OIT) and Health informatics, allowing for routine dialog to enable the sustainment and optimization of out health information technology (IT) solutions and workflows, for the benefit of all staff and veterans.
  • Combines clinical, administrative and technical knowledge that involve multiple specialized areas of a complex nature to develop, manage, maintain, and lead major health informatics initiatives and projects of a broad scope.
  • Primarily serve to manage one major, distinct, health informatics program at the facility and will coordinate with and provide cross-coverage for other informatics programs and their managers when needed.
  • Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates.
  • Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high-quality customer service achieved by working in close partnership with clinical and administrative services.
  • Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change.
  • Practices a management model that enables governance of a business' process environment with the goal of improving operational performance, establishing repeatable processes when possible, and setting predictable terms of variability for differing processes.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Analyst - Informatics. Qualifying specialized experience includes determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; preparing briefing documents and making presentations to senior managers; assists with estimating program budgets, reviewing contractor and health informatics work plans, and progress report development; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques.
NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Preferred Experience:
  • Experience supervising or leading a team, including assigning work, evaluating performance, and supporting staff development.
  • Demonstrated ability to develop and implement operational workflows and process improvements across departments.
  • Experience managing multiple concurrent projects, including developing timelines, tracking deliverables, and communicating status to stakeholders.
  • Experience designing, maintaining, and optimizing relational database systems with knowledge of data integrity best practices.
  • Proficiency in writing, optimizing, and troubleshooting SQL queries for reporting and data analysis; experience with SQL-based reporting tools or enterprise data systems preferred.
  • Strong analytical skills with experience evaluating program effectiveness, identifying gaps, and recommending data-driven solutions.
  • Ability to synthesize complex data and present findings clearly to both technical and non-technical audiences.
  • Experience supporting education, training, or change management initiatives related to health information technology or clinical systems.
  • Ability to serve as a liaison between clinical and technical staff, translating workflow requirements and facilitating cross-functional decision-making in a healthcare or clinical operations environment.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room, and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing. The employee is in on-call status as needed and works flexible hours to meet the needs of the facility end user.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
