Help

As the Executive Officer and senior administrative advisor to the Operating Unit (OU) Director and Deputy Director, the incumbent:

  • Provides expert strategic counsel to enable high-visibility mission requirements with national impact, such as the National Construction Safety Team (NCST), National Earthquake Hazard Reduction Program, and the National Windstorm Impact Reduction program (NWIRP)
  • Develops long-term resource strategies, concrete objectives, and priorities that align with organizational mandates
  • Proactively anticipates emerging trends and potential operational gaps, ensuring new initiatives are seamlessly integrated with current priorities.
  • Ensures organizational success through well-coordinated strategic planning and execution designed to minimize costs while maximizing program effectiveness
  • Oversees the OU's financial health by developing spending plans, managing acquisition forecasts, and directing non-pay commitments to ensure resources are focused on missioncritical efforts

Qualifications

Applicants must possess one year (52 weeks) of specialized experience equivalent to at least the GS-14 (ZA-IV at NIST). Specialized experience is described as experience serving as a management advisor for day-to-day budget and financial issues; providing authoritative advice to management on critical development and implementation phases; and conducting detailed analyses of complex work processes and making recommendations for improving the efficiency and effectiveness of work operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
