As the VISN 5 MCA Manager, the incumbent is responsible for providing financial analysis and reporting support to all facilities in the Network. Responsibilities include implementation and development of Network-wide financial analysis and reporting; rollout of MCA resources in the Network including training and education; and the application of MCA in support of management analyses. The incumbent is also responsible for the data analytics of the Network, which displays, trends, analyzes, and explains performance data in all program areas. The incumbent reports to the Network CFO and provide updates on the project status to the Network Director, Network CMO and Executive Leadership Council. Travel to all facilities may be necessary on a regular basis in addition to national travel in support of MCA VISN Coordinators activities

Major Duties:

  • The Managerial Cost Accounting supervises all the employees necessary to accomplishing work of the program.
  • Incumbent exercises supervisory authorities and responsibilities involving work assignments, and review, as well as administrative and personnel management functions.
  • This position directs more than on kind of work, each kind representing a requirement for distinctly different additional body of knowledge, and for which this position provides both technical and administrative supervision.
  • Substantial portion of the workload directed by this position is carried out at one or more locations that are physically removed from the incumbent under conditions that make day-to-day supervision difficult to administer.
  • Applies Equal Employment Opportunity (EEO)/Equal Opportunity Treatment (EOT) principles and requirements to all personnel management actions and decisions..
  • Works with Veteran Administration Headquarters, Network, and vendor staff to support the continuing maintenance of MCA.
  • Develops and adheres to a timeline with reasonable objectives and communicates the status of the project and specific objectives to his/her supervisor and Network management.
  • Identifies system development issues and/or data capture issues, develops and implements plans for addressing issues.
  • System Maintenance.
  • Audits all facility databases to ensure that they reflect medical center organizational structures within Network and describe the services provided to patients.
  • Performs audits on a regular or as needed basis to ensure the accuracy of costing processes such as mapping tables, allocation tables, account masters, etc. maintenance processes.
  • Works with fiscal, departmental, clinical and top management to distribute and develop reports that contribute to improved performance at all medical center within the VISN 5 and the aggregate performance of the Network.
  • Develops a training program for service line managers covering the interpretation and potential applications of variance information and other MCA reports.
  • Serves as a consultant and resource to VISN 5 Medical Centers, VISN, and Program Office personnel due to his/her recognized expertise in the retrieval, organization and interpretation of workload statistics, patient care outcomes and other vital statistics.
  • Other duties as assigned.

Work Schedule: Monday thru Friday 8:00am to 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/14/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating budget requirements, performance measurements, staff planning, and resource allocations for the purpose of accomplishing agency operations; Providing analysis and resolution of a wide variety of complex management issues; Performing qualitative and quantitative analytical methods for assessing and improving program effectiveness in order to evaluate and make recommendations for improving the operations and delivery of the agency's programs; Successfully developing, directing, and managing a multi-faceted national level program office consisting of various program responsibilities.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as carrying small items like books, papers, computer printouts, lap top computers, etc. Travel to other facilities and conferences is required.

VISN 5 was established in October 1995 and serves Veterans from economically and demographically diverse areas within six states (the entire state of Maryland and West Virginia, and portions of Virginia, Pennsylvania, Ohio and Kentucky) as well as the District of Columbia. VISN 5 is a system of eight VA health care facilities located in Beckley, Huntington, Clarksburg and Martinsburg, West Virginia, Washington, DC; and Maryland. In addition, the Network also includes a Community Resource and Referral Center (CRRC) in Washington, DC and Baltimore, Maryland, and 27 Community Based Outpatient Clinics (CBOCs).
