The Instrument Flight Procedures Group (AJV-A4) implements and manages the FAA Instrument Flight Procedures (IFPs) program in support of the National Airspace System (NAS). AJV-A4 plans, develops, provides quality control, coordinates, and processes IFPs for safe navigation throughout the NAS. The incumbent leads a team of Aeronautical Information Specialists at the FG-1361-13 grade level to achieve specific tasks, produce work products and services, and meet program and production goals.

Travel Required

Advises, coordinates, and facilitates working groups related to the design and development of IFPs and/or major program initiatives related to the development/integration of IFPs in the NAS. Identifies and assesses existing or potential issues and problems relating to organizational programs, products, and services. Analyzes and evaluates the objectives, planning, policies, work, and progress, of assigned programs. Presents results of analyses and evaluations to colleagues, executives, and senior level management.
Serves as a project manager for large IFP design/development and airspace redesign efforts. Provides oversight on the design, development, and implementation of procedures and/or routes to ensure alignment with applicable FAA Orders and Regulations. Uses collaborative workgroup structures for organizing workgroup activities and establishing production timelines. Defines project goals, and coordinates with stakeholders. Establishes baseline performance measures for assigned projects, prioritizes work, and determines resource needs and allocation. Addresses novel problems by planning and carrying out major studies or evaluations. Solicits, collects, acquires, evaluates, selects, compiles, and presents highly complex broad-range navigational, operational data and/or information related to the National Airspace System.
Uses aeronautical domain expertise to define FAA requirements for information systems in alignment with applicable FAA orders as well as internal policies/memorandum governing instrument flight procedure (IFP) development. Performs verification of information technology deliverables and the associated IFP inventory by developing and executing test cases using real world IFP design scenarios and data. Designs business intelligence report capabilities to identify positive and negative trends in aeronautical data and report progress to the applicable oversight organization (e.g., Office of Management and Budget). Develops information technology solutions to meet short and/or long-term aeronautical information needs. Reviews current and proposed FAA order or policy changes relating to IFPs and make suggestions for improvements to those documents for completeness and accuracy, highlighting any impacts to the existing IFP inventory. Conducts routine quality control of aeronautical data, corrects discrepancies where found, and/or initiates necessary action to obtain corrected data to resolve issues prior to publication. Develops and manages aeronautical information technology project and/or program schedules that prioritize functionality in alignment with FAA order publication, federal acquisition regulations, internal organizational business plan goals, and the capital investment plan (CIP) program.
Performs Quality Control reviews and approval of other colleagues’ work. Ensures appropriate application of FAA regulations, specifications, standards, and criteria. Documents abnormalities for trend, root cause analysis and product conformity to criteria. Performs Quality Assurance (QA) of Team work to check for accuracy. Provides technical direction, mentoring and on-the-job-training to less experienced staff. Performs review/approval of new/revised instructions, criteria, procedures and programs for design, development, and maintenance of IFPs; Oversees the development/execution of short/long-range plans and obtains/analyses vital information required to fulfill the needs of the organization.
Performs Production Control responsibilities. Plans, reviews, and monitors production operations and IFP workflow processes to ensure timely and accurate integration of IFPs. Ensures publication of aeronautical information for commercial, military, and general aviation customers is accomplished, in accordance with FAA Orders and Regulations. Monitors and regulates production output, ensures adherence to production cutoffs, and schedules IFP work.
To qualify at the FG/GS-14 level, you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the FG/GS-13 level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience includes: Development, maintenance and revision of terminal/enroute instrument flight procedures (IFPs); ensuring IFPs are coordinated and integrated in the NAS and provide for safe operation of aircraft; experience involved with collection, selection, analysis, evaluation, and preparation of reliable aeronautical information on navigation and related operations, including publications related to navigation, delivering technical and non-technical information to a diverse audience; experience serving as project manager for multidisciplinary production activities.
