The United States Space Force (USSF) Space System Command (SSC) at Los Angeles Air Force Base, California is searching for an Information Tech Program Manager (NH-2210-04, GS 14/15 equivalent).

Description:
Join Space Systems Command and play a crucial role in national security by protecting the information systems behind our most advanced space assets. In this position, you will provide expert security advice, support, and oversight across the entire lifecycle of our space systems-from development and production to integration and operation. Your work will ensure the confidentiality and integrity of the cutting-edge solutions that provide long-term protection for the nation and its allies.

The ideal candidate will possess an in-depth knowledge of Space Systems Command and a demonstrated ability to effectively lead, motivate, and guide a workforce within a dynamic organizational structure. This role requires a mastery of complex problem-solving and superior oral and written communication skills to advise senior leaders and field-level representatives. A crucial aspect of this position is the ability to establish and maintain strong relationships with key individuals and groups both within and outside the immediate work unit. Candidates must hold a current Top-Secret clearance and be intimately familiar with Special Access Program (SAP) security processes, including extensive knowledge of RMF, NIST 800-53, CNSSI 1253, and the JSIG. A bachelor's degree is preferred, complemented by proven leadership experience, a minimum of five years supporting SAP programs, and relevant certifications such as CISSP, SPēD Security Fundamentals Professional Certification (SFPC), and the Special Program Security Certification (SPSC).

Key Skills and Abilities:
1. Mastery and expert knowledge and ability to provide technical leadership and project/program oversight over highly complex cyberspace, information technology (IT), and knowledge management (KM) activities. Skill in developing new theories, concepts, principles, standards, and methods in the specialty area(s).
2. Skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency, such as integrating SAP IT programs with other programs of equivalent scope and complexity as well as those involving other technical, financial, organizational, and administrative factors. Ability to collaborate at appropriate levels with organizations both inside and outside SSC, the Space Force, DoD and its agencies, the Intelligence Community, and the Federal Government.
3. Knowledge of personnel management, EEO, safety and security regulations, practices, and procedures. Skill in planning, organizing, and directing the functions (as well as mentoring, motivating, and appraising the staff) of a Field Command-level organization. Ability to develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the Field Command-level organization.
4. Knowledge of DoD financial planning and programming processes, Federal budget cycles, project/program management, acquisition planning, and contracting methodologies sufficient to identify and defend requirements, integrate activities, and lead teams to meet cyberspace, IT, and KM mission requirements throughout the command and in inter-agency environments. Ability to analyze, plan, and adjust work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
5. Knowledge of current and new cyber/IT systems architectures, life-cycle processes, integration and interoperability, design operations and configuration, facilities, practices and methodology across the Government, private industry, and academia. Ability to advise other SAP IT experts throughout the agency or in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices, that are developed by the employee or result from the employee's leadership.
6. Skill and ability to speak and write effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel), serve as senior consultant to agency management officials, prepare and give briefings, chair meetings, lead task forces, and prepare reports and statements for senior military (General Officer/SES), government, and private sector management officials.

  • Must be able to obtain and maintain a Top-Secret security clearance with SCI access.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Cyber Workforce Certification as described in DoDM 8140.01 required.
  • SFPC: Security Fundamentals Professional Certification required.
  • Incentive is not authorized.
