Advises, coordinates, and facilitates workgroups focused on the design of aeronautical charts, publications, related products, and aeronautical information; serves as a workgroup chair proving leadership and strategic direction to the assigned workgroup team; coordinates and supports major program initiatives focused on the development/integration of aeronautical charts, publications, related products, and aeronautical information in the NAS; identifies and assesses existing or potential issues and problems relating to organizational programs, products, and services; responsible for oversight of Notices to Air Missions (NOTAMs), safety alerts and product notices to address errors in aeronautical products; provides oversight and assumes responsibility for the accuracy and dissemination of these notices; analyzes and evaluates the objectives, planning, policies, work, and progress, of assigned programs; makes informed and timely decisions based on the analysis of the situation; presents results of analyses and evaluations to colleagues, executives, and various levels of management.
Serves as a Project Management representative; acts as a project manager for large aeronautical chart design/development projects and airspace redesign efforts; leads a team effort by acting as a project/program lead; serves as a project manager for multidisciplinary charting and production activities; leads aeronautical data/database systems of charting related projects for the team and or group; provides oversight on the chart design, development, and implementation of aeronautical information as it relates to charts, related publications, and aeronautical information procedures and/or routes to ensure alignment with applicable FAA Orders and Regulations. Leads and manages production activities. Uses collaborative workgroup structures for organizing workgroup activities and establishing production timelines; defines project goals, and coordinates with stakeholders; establishes baseline performance measures for assigned projects, prioritizes work, and determines resource needs and allocation; addresses novel problems by planning and carrying out major studies or evaluations; solicits, collects, acquires, evaluates, selects, compiles, and presents highly complex broad-range navigational, operational data and/or information related to the National Airspace System; establishes and implements top-level production strategies and program objectives; organizes, deploys, and manages resources to complete projects within scope, quality, time and cost constraints.
Uses aeronautical domain expertise to define FAA requirements for information systems in alignment with applicable FAA orders, specifications, as well as internal policies/memorandum governing aeronautical chart development; performs verification of information technology deliverables and the associated chart inventory by developing and executing test cases using real world chart design scenarios and data; designs business intelligence report capabilities to identify positive and negative trends in aeronautical data and reports progress to the applicable oversight organization (e.g., Office of Management and Budget); develops information technology solutions to meet short and/or long-term aeronautical information needs; reviews current and proposed FAA Orders or policy changes relating to aeronautical charts and publications and make suggestions for improvements to those documents for completeness and accuracy, highlighting any impacts to the existing chart inventory; conducts detailed analysis of charting discrepancies, failures, and errors and provides recommendations and solutions to such actions; uses sound judgement to generate and evaluate alternatives and develop effective solutions.
Provides advice and counsel to staff and leadership on matters related to the charting products and automation and serves as a SME on directorate level planning initiatives.
To qualify at the FG/GS-14 level, you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the FG/GS-13 level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized Experience includes: Design, compilation and maintenance of aeronautical charts, related products, and aeronautical information; experience involved with collection, selection, analysis, evaluation, and preparation of reliable aeronautical information on navigation and related operations, including publications related to navigation, delivering technical and non-technical information to a diverse audience; experience serving as project manager for multidisciplinary charting and production activities.
