Duties

Help

  1. Represents AFMC security staff as the command's lead technical security office for meetings with senior DoD officials, Air Staff, MAJCOMs, Center-level staff, and other senior AFMC management.
  2. Plans, organizes, and oversees the physical security, integrated defense to include the Integrated Base Defense Security Systems (IBDSS), Counter-small Unmanned Aircraft Systems (C-sUAS), Directed Energy, Counter Rocket Artillery Mortar (C-RAM) programs and activities of AFMC Security Forces, ensuring that the office complies with legal and regulatory requirements and meets Air Force Material Command needs.
  3. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the command staff and subordinate SF organizations falling under AFMC control as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvement or in response to concerns with regulatory compliance and/or customer requirements.
  4. Responsible for the overall planning, implementation, oversight, and centralized control of a coordinated AFMC force protection, antiterrorism, and C-RAM (when applicable) command program.
  5. May be required to support the Crisis Action Team (CAT) and/or the Continuity of Operations (COOP) activities.

  • This position requires a DoD Security Certification. The Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in providing assistance with or independently advise, supervise, manage, direct, implement and otherwise administer specific activities and functions of a security program, resolving issues and conducting planning, cost, threat, risk analysis, assist with providing guidance and direction regarding a multitude of security requirements, interpreting higher level directives, and developing local supplements.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert Knowledge of Presidential Decision Directives, Executive Orders, United States Codes, Direction, National Security Agency Policies, Central Intelligence Directives (DCIDs), DoD, HQ USAF, and MAJCOM security policies relating to protection of Air Force Systems.
  2. Expert knowledge of wide range of security systems, concepts, principles and practices. Knowledge of industrial, information, Personnel Security, Tactical Deception, OPSEC, Program Protection, Force Protection, Physical Security, and Special Access efforts.
  3. Expert knowledge of Integrated Base Defense Security Systems (IBDSS), Counter-small Unmanned Aircraft Systems (C-sUAS), Directed Energy Systems, Counter Rocket Artillery Mortar (C-RAM), and Installation Access Control Point (IACP) programs and processes.
  4. Knowledge of the investigation processes and procedures of suspected security incidents and violations.
  5. Expert knowledge of analytical methods of determining and evaluating threats to integrated Base Defense programs.
  6. Ability to effectively write and orally communicate security information to various audiences at the executive level.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
