  • Serves as a contracting branch chief within United States Cyber Command’s (USCYBERCOM) Cyber Procurement Office (CPO).
  • Leads planning, organizing, and execution of contracting operations for USCYBERCOM’s Cyber Procurement Office (CPO).
  • Provides direction and oversight on contracting policy development and management for the Command.
  • Develops goals and objectives that integrate USCYBERCOM requirements and initiatives with organization and contracting objectives for major programs of national scope, interest, and significance.
  • Directs, coordinates, and oversees work through subordinate supervisors.
  • Reviews developmental needs of subordinate supervisors and non-supervisory employees and makes decisions on non-routine, costly or controversial training needs and/or requests for unit employees.
  • Represents Branch and Division at a variety of cross-Command, DOD, Federal Government, Industry, and contractor boards and organizations.
  • Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.
  • Reviews problems associated with procurement of complex systems, equipment, and research and/or development and analyzes various possible alternative courses of action
  • Identifies the need for special projects to further USCYBERCOM Acquisition and Technology Directorate’s (J9) mission as the DOD's lead for global Cyber unique acquisition support.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • TDY travel may be required up to 25% of the time.
  • This is a KEY position. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years
  • This position is an Critical Acquisition Position and requires the applicant to agree to the Critical Acquisition requirements.
  • This position requires an written tenure agreement to remain in the Federal Service in the position for at least three years.

This position is in the Supervisory/ Management Work Category at the Expert Work Level within the CES Occupational Structure.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for the Critical Acquisition Positions:

The Secretary of Defense shall designate the acquisition positions in the Department of Defense that are critical acquisition positions, applicants must:

1) Be eligible for GS-14, or equivalent; and

2) Hold a bachelor's degree; and

3) Have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions; and

4) Possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Basic Qualification Requirements for Senior Contracting Officials:
A Senior Contracting Official is a position such as a director of contracting, or a principal deputy to a director of contracting, serving in the Office of the Secretary of Defense, the Office of the Secretary of a Military Department, the Headquarters (HQ) of a Military Department, the HQ of a Defense Agency, a subordinate command HQ, or a major systems or logistics contracting activity in the Department of Defense. Before a person may be assigned to a critical acquisition position as a senior contracting official, the person must have at least four years' experience in contracting.

Waivers: With the exception of Specialized Experience, the component acquisition career management authority may waive any or all of the requirements listed in this qualifications standard with respect to any employee of the Department of Defense if the board certifies that the individual possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated job performance and qualifying experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Applicant must have one year of directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by 1) Managing policies for contract execution with national security needs. 2) Providing performance feedback to a team of subordinate supervisors and staff. 3) Overseeing the branch with external relationship building. 4) Conveying strategic guidance to senior leadership on complex procurement challenges.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
