This position is located in the Livestock, Poultry, and Grain Market News (LPGMN) Division; Livestock and Poultry (LP) Program; Agricultural Marketing Service (AMS). If selected, you will serve as Director of the LPGMN Division, LP Program, and as such has nationwide responsibility for the planning, formulation and administration of a market news reporting service on livestock, poultry, grain, meat, wool, mohair, and related commodities, including activities to ensure program compliance.

Duties

Help
  • The duties may include, but are not limited to:
  • Plans, directs, and coordinates a nationwide program of mandatory reporting for livestock and meat as well as a nationwide program for enforcing compliance with reporting requirements.
  • Makes recommendations to the Program Deputy Administrator in the formulation of long-range and current marketing service and standardization programs.
  • Directs the voluntary and mandatory livestock, poultry, grain, meat, wool, and mohair market news service and coordinating operational activity within and between the Washington and field offices.
  • Reviews and evaluates operations to determine their effectiveness or deficiencies and promotes efficient and effective methods of performance to determine desirable changes in programs or their operations.
  • Shares in the direction of studies and surveys regarding industry and market changes as they may affect market news operations, comparability of market information, need for changes, etc.
  • Develops, directs, and coordinates projects designed to improve livestock, poultry, grain, and meat marketing practices and to increase the effectiveness of market reports.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Directing voluntary and mandatory reporting operations, including compliance activities, evaluation of service effectiveness, and development of improved reporting techniques.
  • Representing the agency in high-level coordination with Federal and State officials, industry organizations, and stakeholder groups to exchange information, negotiate agreements, and address program issues.
  • Managing administrative and resource functions such as budgeting, personnel actions, legislative review, organizational planning, and program justification in collaboration with senior leadership.
  • Representing the organization to internal partners, political leadership, external industry contacts, and the general public in order to explain, justify, and negotiate policies and decisions.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
  • Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
  • First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
  • Travel, transportation, and relocation expenses may be paid.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
