As a TRAINING TECHNICIAN, GS-1702-9, this position is located within the Air National Guard (ANG) 142 Maintenance Group (MXG), Maintenance Operations Flight (MOF). The position is administratively owned by the 142 Maintenance Group (MXG), Maintenance Operations Flight (MOF), as reflected in the Unit Manning Document (UMD), and falls under the supervisory control of the MOF Superintendent for full-time resource management. The primary purpose of this role is to evaluate and manage the training and education program on behalf of the ANG. The incumbent provides overall oversight and management of the training and educational program, ensuring training compliance, readiness, and career development support across multiple units. The position serves as a liaison between the units they support and the Force Support Squadron (FSS) Force Development Office (FDO), which is the Office of Primary Responsibility (OPR) for training programs. All duties and responsibilities are to be performed in accordance with the Personnel Services Delivery Guide (PSDG) to ensure standardization and compliance with established policies and procedures.

1. Oversees Group Training Programs and Subordinate Unit Compliance. This position serves as the Group Unit Training Manager (UTM) and operates under the direction of the Force Support Squadron (FSS) - Force Development Office (FDO). The incumbent acts as the primary advisor to the Group Commander /A-Staff Director on training policy and execution across subordinate units. They lead the planning, development, and evaluation of group-wide education and training initiatives, establishing a cohesive training strategy and ensuring compliance through coordination with subordinate or assigned Unit Training Managers (UTMs). The incumbent provides policy interpretation, as directed through the FDO, from Headquarters (HQ) and Major Command (MAJCOM) levels, ensuring the seamless integration of these policies into all unit-level training programs. (35%)

2. Coordinates Career Development Course (CDC) and Upgrade Training Oversight. Validates and tracks all CDC actions, waiver requests, and reenrollments from subordinate units. Provides guidance and quality assurance of CDC administration across the assigned organizations. Oversees Upgrade Training (UGT) status and ensures timely compliance with 36-month reviews and training documentation. Acts as liaison between units and Force Support Squadron (FSS), Force Development (FDO) for CDC failures and Wing Commander actions. (20%)

3. Conducts Staff Assistance Visits (SAVs) and Evaluates Unit Training Programs. Leads SAVs at each unit within the assigned organizations every 36 months to assess compliance and readiness. Documents findings identifies training shortfalls and provides written feedback to commanders. Tracks corrective actions and provides consultation on policy implementation. Consolidates and briefs Group Commander or Director on Training Performance Metrics (TPMs) monthly. (20%)

4. Manages Formal Schools and Distance Learning Integration. Coordinates all formal school allocations and attendance, including 7-level and PME quotas. Ensures prerequisite validation and communicates requirements to UTMs. Oversees Distributed Learning programs and equipment management. Tracks course material security and scheduling. (15%)

5. Supports Commander-Level Board Processes and Force Development Initiatives. Manages the Professional Development Board submissions. Reviews nominations, prepares selection recommendations, and assists in the preparation of board packages. Advises applicants and consolidates recommendations for Group Commander or Director action. (10%)

6. Performs other duties as assigned.

  • Compatible Military AFSC Requirement: Skill level 5 required. (Applicants outside of the ORANG must submit documents showing award of AFSC such as a tech school certificate, Data Brief, vMPF rip, and/or DD214).
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

Area 1 - Current permanent and indefinite T32 technicians of the Oregon ANG.
Area 2 - Current permanent and indefinite T5 employees of the Oregon ANG.
Area 3 - Current service members in the Oregon ANG.

GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS:
Involves nonprofessional work of a technical, specialized, or support nature in the field of education and training when the work requires knowledge of program objectives, policies, procedures, or pertinent regulatory requirements affecting the education or training activity. Work includes education and training tasks for maintenance, operations, and support training; education services; curriculum development; and instructor activities. Work includes developing, delivering, and evaluating education and training programs and classroom activities. Applicant's demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position.

Typically, specialized experience includes knowledge in training centers, training programs, schools, and units. Experience in conducting or developing education and training programs. Experience conducting, supervising, or developing education or training programs. An understanding of the Army or Air Force education and training policy requirements. Experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge of audio-visual presentation, educational tests, and measurements, and instructing techniques.

GS-09 - 1-year specialized experience equivalent to at least the next lower grade. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
