As a LINK UNIT MANAGER, GS-0301-12, you will serve as the Link Unit Manager (LUM) and technical expert/advisor for planning, coordinating, and scheduling Tactical Data Link (TDL) operations, maintenance, and equipment for the Mobility Air Force (MAF) Wing. Within the MPC, provide oversight of TDL activities pertaining to the assigned unit and Air Mobility Command (AMC) in accordance with the duties outlined in AFMAN 13-116. Develop tailored procedures, conduct technical training and support, and improves processes of TDL systems for users and maintainers. Recommend changes to operations and maintenance processes to improve mission readiness and system capabilities. Brief wing leadership on the operation and performance of multiple TDLs. Coordinate with local reserve units to ensure support for weekend exercises. Other duties as assigned.

Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.

  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Position designated Essential Personnel, may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain a current Top Secret security clearance and qualify for access to SCI and various special access programs within one year of appointment. Failure to obtain the TS/SCI will result in removal from employment.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • This is a Testing Designated Position. The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment if a drug testing policy has been established.
  • Must attend required courses IAW TDL Planning and Operations publications.
  • Strong background in TDLs desired; preferably a qualified Link Unit Manager with 2+ years of experience or JICO
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory

Qualifications

GENERAL EXPERIENCE: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 1 year specialized experience equivalent to at least the next lower grade level, education or training in program or managerial experience in developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. knowledgeable of a comprehensive range of TDL concepts, principles, and systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of joint services TDL systems/equipment for application to difficult and complex situations and problems that have no clear precedent.

PHYSICAL DEMANDS: The work may require some physical exertion such as long periods of standing; or recurring activities such as bending, lifting, climbing, stooping, stretching, or reaching to include on and off aircraft and/or mobile ground stations.

WORK ENVIRONMENT: Work is typically performed in an adequately lit and climate-controlled office. Must follow all appropriate aircraft and/or mobile ground stations safety precautions
