Summary

This position is assigned to the Paint Shop located in the Facility Management Service at the VANJ Health Care System. The work consists of applying and installing a variety of paints, coatings and coverings to new and existing surfaces throughout the Medical Center. Work is accomplished by using standard trade methods and techniques to ensure surfaces are fully coated, covered and protected correctly.

Help

Duties of this position include, but are not limited to:

  • Determines the methods, techniques, devices and materials that are best suited to achieve the desired finish.
  • Applies accepted methods and techniques, and ensures that smoothness level and shaping requirements are met. This is done by washing walls, floors, ceilings or woodwork, cuts out cracks, spackle and sands the area smooth.
  • Prepares surfaces by scraping, sanding, washing, wire-brushing, taping, spackling, and caulking.
  • Mixes and matches all paint required for the completion of the assigned job.
  • Prepares and applies decorative and protective coverings and coating such as stains, varnishes, shellac, etc.
  • Prepares doors for refinishing.
  • Assembles material which consists of drop cloths, ladders, extension planks, fire extinguishers, no smoking signs, paints, etc. and transports them to the site of the job.
  • Constructs, remodels, repairs and installs signs.
  • Cuts and installs glass or Plexiglas in window sashes; replaces broken glass in x-ray view boxes, doors, bookcases and cabinets.
  • Operates and maintains the traffic line painting machine when lying and painting traffic control lines on roadways and in parking lots.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Incumbent is required to stoop, stand, kneel, reach, climb ladders and scaffolding, and lift at least 5 gallons of paint. Frequently lifts, carries, pushes or sets up materials and equipment weighing 40 pounds. Subject to sustained physical effort in cleaning, scrapping, sanding and painting of ceilings, walls and floors. The painter performs work inside and outside.
