Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed 4-years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Duties

Help
  • Serves as primary administrative support specialist and office manager to the Deputy Commanding Officer (DCO) for the United States Special Operations Command – Korea (USSOCKOR) performing a variety of administrative and related service functions.
  • Manage calendar, scheduling appointments, meetings, briefings, requests for office calls, and other applicable events.
  • Coordinates with staff elements in order to plan travel, VIPs visits, major events, social activities, and speeches.
  • Receives, screens, and answers telephonic and personal visitors/ guests. Answers inquiries and makes referrals as appropriate.
  • Prepares correspondence to include social media publications for the organization using correct format, spelling, and grammar.
  • Prescribes internal policies and procedures for safeguarding sensitive information in accordance with AR 380-5.
  • Manages staff actions, determines status, prioritizes events, and provides comprehensive updates to the Chief of Staff daily and as needed.
  • Serves as property book manager ensuring purchase requests, commitments, requisitions, and open-market purchases are performed in compliance with regulations.
  • Incumbent will serve as the Protocol Specialist with additional duties as assistant to the Public Affairs Officer.

  • This is a Term position scheduled to not to exceed 4-years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
  • Term employees may be separated for performance, conduct, and suitability issues at any time during the trial period, and at the expiration of the appointment, without adverse action procedures.
  • Term employees are not eligible for registration in the DoD Priority Placement Program (PPP) as a Non-displaced Overseas (NDOS) employee.
  • Term appointments do NOT provide eligibility for Statutory Return Rights. Administrative Return Rights may be requested from the CONUS organization prior to the effective date of the term appointment.
  • Agencies are not required to use RIF procedures to separate term employees when their appointments expire. Expiration of appointment does not confer eligibility for severance pay.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Coordinating administrative functions to provide key assistance in services such as task management, records management and budget processing for the organization; AND 2) Planning protocol policies involving military, civilian and foreign visitors; AND 3) Managing staff actions and providing comprehensive updates to the Chief of Staff.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Administrative and Management. (Note: You must attach a copy of your transcripts.).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional information

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. The Special Operations Command-Korea is located at USAG Humphreys in the Pyongtaek metropolitan areas in the Republic of Korea. USAG Humphreys is an hour and a half drive south of Seoul, 40 minutes south of Osan Air Base, and 15 minutes from the city of Pyongtaek. USAG Humphreys is not far from night life, restaurants, and shopping.
