Continued from Summary Section:
The primary purposes of this position is to serve as the administrator and technical expert for the Military Personnel Data
System (MILPD), command focal point for all military personnel pay issues, provide personnel data analysis, and operate
Joint and service-specific automated information systems designed to support deliberate and crisis planning with the use of
analytic tools and flexible data transfer capabilities. Provide principal advisory service to the functional director on the
management and oversight of all personnel and equipment for 38P, 3S0 and 3M0 specialties to support operational
planning and execution. This position supports HQ United States Air Forces in Europe (USAFE)-Air Forces Africa
(AFAFRICA), Directorate of Manpower, Personnel, and Services and seven Military Personnel Sections (MPS) across
USAFE-AFAFRICA. The position is also required to interface with the Joint Staff, appropriate service personnel centers
and servicing installation-level military and civilian personnel offices on systems related issues.

Duties:

  • Provides personnel information systems management advisory services and administers Modern Systems.
  • Provides Military Personnel Data Systems management oversight services.
  • Serves as Functional Area Manager for Personnel and Services Air Force Specialty Codes.
  • Works on special projects and prepares oral/written communication.

  • This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position can not be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Providing technical assistance on the human resources automated systems' procedures and applications; Making complex retrievals from multiple sources of data and provides and provides effective, accurate, and timely data products to management with the information necessary to address difficult and complex personnel problems; Performing principal advisory service to the higher level managers on the management and oversight of all personnel and equipment within their organization to support operational planning and execution; and Conducting in-depth analysis to detect both system and managerial problem areas and identifying major trends that require attention.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of automated data processing functions, techniques, and capabilities including relational
    database principles, Structured Query Language (SQL), and microcomputer operations. Requires specific
    knowledge of MILPDS, CMS, PRDA, BLSDM, DCAPES, JOPES, JCRMS, eJMAPS.
  2. Knowledge of the principles, concepts, techniques, standards, processes, and guides of military personnel
    management and ability to relate to personnel systems. A high level of technical skill in military personnel
    systems and broad personnel management knowledge is necessary.
  3. Knowledge of Air Force Operational and Planning execution, including UTC Management, requirement
    sourcing, and management of Installation Personnel Readiness (IPR) offices.
  4. Ability to communicate effectively with others, both orally and in writing, in working out solutions to
    problems or questions relating to work.
  5. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information
    and make sound decisions.
  6. Ability to develop improvements in and design new personnel work methods and procedures using
    automated systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
