The position incumbent provides leadership and analytical support for the APHIS fleet, including manned and unmanned aircraft and marine vessels, by interpretation and implementation of policies and procedures issued by the Agency, United States Department of Agriculture , General Services Administration, Federal Aviation Administration, United States Coast Guard, Office of Management and Budget, and other Federal Agencies.

Duties

Help
  • The duties may include, but are not limited to:
  • Develops and maintains aircraft and marine vessel policy and procedural guidance and coordinates with leaders and experts within the programs regarding updates and amendments to this guidance.
  • Assignments include developing detailed goals and objectives for the long-term management of the Aviation and Marine Vessel Fleet Management Program.
  • Plans and implements activities designed to continually improve the functional activities associated with life cycle inventory management programs
  • Provides operational support and technical assistance to designated Accountable Property Officers and Property Custodians in the Agency.
  • Serves as the Agency’s Lead Management Official for the Federal Aviation Interactive Reporting System.
  • Serves as the Agency Fleet Program Coordinator for the aviation fleet, supporting the Fleet Manager by managing the aviation fleet fuel card program.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Maintaining, retailing, purchasing, and/or procurement of aircraft and marine vessels and other transportation equipment or services.
  • Comprehensive understanding of fleet operations procedures and practices, including understanding and application of Federal, State, and municipal regulations governing the use of aircraft and marine vessels.
  • Maintenance of inventories and cost computations of a professional organization's aircraft and marine vessel fleet.
  • Coordinating the maintenance and control of a Fleet Equipment Database.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

For CTAP & ICTAP, well-qualified means that the applicant meets the qualification standard and eligibility requirements for the position, meets basic qualification requirements, meets all selective factors where applicable is able to satisfactorily perform the duties of the position upon entry, and is rated at 85 or above on the applicant assessment.
