Summary

This position is located in the Office of Professional Conduct (OPC), Intake & Investigations Section, Investigations Unit of the Federal Deposit Insurance Corporation (FDIC). OPC investigates cases of employee interpersonal misconduct, harassment, and/or retaliation; gathers evidence, conducts interviews, prepares and documents case materials, prepares reports of investigation, and briefs leadership on investigation findings when required.

The duty location is determined upon selection.

Duties

Help

  • Serves as a key advisor to OPC senior leadership, carrying out intake and assessment strategies and tactics to evaluate complex intake and investigative issues.
  • Conducts research of applicable laws, regulations, and policies during the formation of intake assessments; takes sworn and unsworn recorded testimony, when necessary, and collects documentary evidence; and analyzes evidence for creditability, relevance, and sufficiency. Ensures case files are complete, organized and include documents sufficient to complete the full scope of an investigation.
  • Receives and reviews allegations of interpersonal misconduct, harassment and retaliation; builds and updates case files; and makes determinations on relevancy, scope, and appropriate authority for investigation.
  • Independently manages major reports of interpersonal misconduct, harassment, and/or retaliation involving staff at all levels of the agency, including the most senior executives and complex, sensitive senior leader cases.
  • Provides oral and written briefings to leadership as well as management in other divisions and offices; and liaisons to convey the results of the information being analyzed and is prepared to defend the methodology used.
  • Identifies OPC training needs, develops, and conducts training, and creates reference materials on database uses and tools to increase awareness throughout the organization.

Must obtain and maintain a Top-Secret security clearance through a T5 background investigation.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service.  Specialized experience is defined as experience overseeing the intake of allegations of misconduct, harassment or retaliation, to include providing guidance to complainants on the investigative process, reviewing reports of investigation; briefing leadership on intake and assessment findings; and providing training to employees on investigative matters.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 18.97% to a high of 51.75%. Salary reflects a pay cap for this position of $257,500.

If selected, you may be required to serve a probationary or trial period as applicable to appointment type. During the probationary or trial period, you will be evaluated for fitness and whether your continued employment advances the public interest.
