This position is located in the Office of Small Business and reports to the Vice President of Sales. The incumbent serves as a Managing Director for Broker Accounts for one of EXIM Bank's regional offices.

Duties include, but are not limited to:

  • Supervises a staff of professionals and paraprofessional who instruct City/State employees, TPCC agency employees, U.S. and foreign companies, and/or Brokers and Bankers on all aspects of EXIM Bank's programs, process and culture. This normally takes place in a formal seminar setting or in one-on-one meetings. The incumbent provides key advice and guidance to his/her subordinate personnel on complex, sophisticated and sensitive issues that arise during discussions with clients and/or partners. The incumbent's input is extremely valuable in both attracting reluctant or apprehensive clients and/or partners to the Bank's services as well as averting any potentially adverse issues and /or problems. The incumbent must often exercise the highest level of diplomacy, tact and judgment when engaged in meetings with clients and/or partners, particularly those representing foreign interests and who are not acculturated to the U.S.
  • Serves as a high-ranking EXIM Bank representative, meets with potential clients and/or partners, foreign or domestic, who are a party to any U.S. export transaction. The incumbent educates the client and/or partner on the array of EXIM Bank and other agency programs available to exporters of U.S. equipment and services, and advises and counsels the client and/or partner on how to apply for U.S. government assistance, the program requirements, fees, documentary requirements, and financial structures appropriate for the proposed transaction.
  • Counsels applicants and or partners who have applicants for medium and long-term loan and guarantee requests, for applications under the Working Capital Guarantee Program and the insurance Program. The incumbent's efforts are independent of supervisory guidance by the Vice President as the incumbent is totally knowledgeable regarding the Bank's programs.
  • Provides essential feedback to the Vice President on policy and programmatic improvements in order to improve regional operations and meet customer and/or partner needs in a timely manner. The incumbent also serves as a key advisor to the Vice President, other EXIM Bank officials and officials of other Federal agencies on matters that impact on EXIM Bank's mission requirements.
  • Represents EXIM Bank at official meetings with interagency and private sector organizations for the purpose of advancing the interest of the Bank and to ensure that the U.S. exporting community is kept fully informed on EXIM Bank program changes, initiatives and directions.
  • Prepares personnel, office expense, training and development, travel and equipment budgets.
  • Performs the full range of supervisory responsibilities for his/her staff including organizing and managing the office; assigning, directing and reviewing the work of any subordinates; planning and carrying out the training and development of employees; performing direct oversight of new personnel, staff or interns on rotational assignments; evaluating employee's' work performance; selecting, promoting, rewarding, disciplining and separating employees; and meeting equal employment opportunity and affirmative action goals and objectives in the performance of his/her supervisory duties and responsibilities.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government. Specialized experience includes:

  • Experience leading or supervising staff engaged in business development, outreach, or counseling activities related to export finance, trade credit insurance, or related government or financial programs;
  • Experience advising or counseling clients, partners, lenders, or brokers on complex export finance programs, including eligibility requirements, financial structures, fees, and documentary requirements; and
  • Experience representing an organization at interagency, private sector, or stakeholder engagements to advance export promotion or trade finance objectives.
Education cannot be substituted for experience at the GS-15 grade level.
