About the Position: Serve as the Chief of Emergency Management Office, serving under the general supervision of the Deputy District Commander, and serves as principal advisor to the District Commander on all matters relating to natural disasters, security emergencies, civil disturbances, and terrorism activities. The incumbent is responsible for managing the district Emergency Program.

Duties

Help
  • Responsible for all aspects of personnel management.
  • Planning work, setting priorities, and assigning tasks to subordinates based on their capabilities.
  • Manage the Flood Control and Coastal Emergency.
  • Develop, training, and deploys all emergency response teams for the district Area of Responsibility.
  • Maintain up-to-date data on field conditions, including detailed hydrologic and meteorological data, and the status of levees, flood damage reduction projects, hydro-power plants, and locks and dams.
  • Make operational recommendations and oversees the implementation of response plans.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be deployable on TDY assignments to any area in the USACE impacted by a natural disaster or national security emergency. Deployment normally last 30-days real time but may be extended based on the specific situation
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes which includes at least 2 out of the 3 following duties: providing advisory, policy support, and planning for implementation of programs related to Civil emergencies, mobilization support, military contingencies, and homeland security; providing interagency response to national emergency situations; coordinating emergency situations; coordination emergency operations center responsibilities; and determining requirements for emergency operations training for natural, technological , and man-made disaster. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meetthe qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
