Duties

Help

The Associate Director, Revolving Funds (Program/Budget) leads a select staff of professional budget analysts and performs the following major functions:

  • Provides direction to a professional staff with full supervision and management authority, overseeing long-range planning, goal setting, and staff evaluation. Ensures a viable planning structure and system of priorities and scheduling to meet requirements and objectives.
  • Reviews and analyzes highly complex and variable revolving funds, including the Military Services Working Capital Funds (WCF) and Defense-Wide WCF activities, the Defense Commissary Agency programs, the Pentagon Reservation Maintenance Revolving Fund, the Building Maintenance Fund, the Defense Logistics Agency Strategic Materials program, and the
    Defense Counterintelligence and Security Agency WCF activity.
  • Evaluates the requirements of the programs based on strategic military plans and applies judgment as to the attrition rates, availability of associated equipment of personnel, production capabilities, degree of modernization or modification, extent of reserve, current and future pricing, etc., and a reasonable provision for contingencies.
  • Evaluates the relationship to other Department of War expenditures, previous obligations, expenditure rates, and other financial conditions.
  • Develops and applies analytical tools (including statistical drafts, etc.) in an attempt to master a large volume of facts relating to each program and to interpret trends and conditions in the program from numerous intercorrelated sources with no possibility of guidance from objective sources.
  • Furnishes guidance to the subordinate staff as well as the budgetary staff of the military departments on improvement and application of the analytical tools and methods of presentation and evaluation of the comprehensive budget estimates.
  • Guides the development and improvement of programming methods and assumptions for the military departments, ensuring the development of budgets on an objective basis aligned with overall programs.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

TQ 1: Demonstrated knowledge and experience in the technical and financial evaluation of Working Capital Fund programs, including budget formulation and budget execution, in a large organization comparable to a major Federal Department, Military Department, Defense Agency, or similar entity.

TQ 2: Demonstrated experience in representing and defending an organization's programmatic and budgetary interests with programs having nationwide scope or impact to the Office of Management and Budget and relevant congressional/legislative committees.


EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.   • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

      • Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.

      • Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

Office of the Secretary of Defense

The Under Secretary of War (Comptroller)/Chief Financial Officer (USW(C)/CFO) is responsible for carrying out the functions assigned to the Department of War in law or regulation, including the responsibilities assigned by Public Law 101-576, the "Chief Financial Officers Act of 1990" (CFO Act). The USW(C)/CFO is responsible for ensuring the utmost economy and efficiency are applied to the programs of the Department of War through sound business management and effective fiscal planning and control.
