Help

  • Oversees, directs and monitors the accomplishment of a broad range of financial documentation activities.
  • Manages, oversees and directs work designed to resolve complex problems that arise during the administration of a lease contract.
  • Distributes and directs resources in order to accomplish the various program missions and strategic goals and objectives.
  • Assesses the effectiveness of all program operations and the progress in fulfilling management objectives and the actions taken to correct deficiencies and implement service enhancements.
  • Identifies and assigns workload and resources to subordinates, balances workload among subordinates and establishes overall priorities and specific goals and objectives to be achieved.

Qualifications

The GS-14 salary range starts at $127,829per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is defined as experience analyzing and evaluating lease contracting program, including::

  • Providing technical advice and guidance on complex lease administration transactions including ownership issues, Operating Cost and Tax Escalations as well as other lease administration activities; 
  • Oversee the development of contracting policies and procedures for a lease administration program; 
  • Planning, coordinating, and managing complex lease administration actions and developing Lease administration policy and guidance; and
  • Identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to improve organizational effectiveness and efficiency.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of the principles, practices, and methods of financial management to include lease financial transactions, fiscal management, activity reporting, and fiscal year guidelines.
  2. Examines financial data, policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities.
  3. Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
  4. Comprehensive analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  5. Knowledge of the principles and methods for evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors (for example, workload, personnel requirements), metrics, and outcomes.
