Summary:
The primary purpose of this position is: To serve as an air component command headquarters level supervisory program analyst and senior action officer, applying expert program experience to analyze, evaluate issues, develop recommendations and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major command program(s) and to resolve substantive problems and issues of effectiveness and efficiency of work operations in USAFCENT program areas and mission. Specifically serves as senior analyst for the articulation and development of component requirement processes as well as advanced concepts and experimentation. Performs substantive planning, advocacy, and requirements work in support of one or more command programs and missions, such as: strategic deterrence, global strike, space and cyber space operations, information operations, integrated missile defense, combating weapons of mass destruction, and global command, control, intelligence, surveillance and reconnaissance. Additionally supports system allocation, modernization, force management and analysis to include integrating, coordinating, prioritizing, and advocating for USAFCENT future concepts, mission capability needs, weapon system development, support for emerging technologies and command and control architecture across the mission areas. Supports the development of Commander, USAFCENT Planning, Programming, Budgeting and Execution (PPBE) and Joint Capability Integration and Development Systems (JCIDS) submissions.

Duties:

  • Applying expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and program guidance to facilitate the identification and determination of alternative ways to resolve substantive problems and issues of effectiveness and efficiency of work operations for long-range implementation in assigned program area.
  • Develops new methods for documenting planning and programming decisions in appropriate formats, providing expert technical guidance and high-level advisor support, to meet USAFCENT assigned program requirements.
  • Plans, organizes, and directs the activities of the division ensuring they comply with legal and regulatory requirements and meets customer needs.
  • Prepares and presents high level briefings of conclusions.

  • This is a Term position NTE 24 months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
  • This position has been designated by the Agency as a Testing Designated Position (TDP) under the Agency Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Agency, national security, and public safety.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. . Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense, Joint Staff and Service planning, acquisition, and management processes to provide guidelines and advisory services in support to long-range USAFCENT missions and operations; Comprehensive knowledge of the Federal, DOD, Joint Staff, and Service strategic planning and the PPBE processes; and a thorough knowledge of DOD, Joint Staff, Service and applicable Agency program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Comprehensive knowledge of pertinent laws, regulations, policies, and precedent<;, which affect operations, acquisitions, and related support resources in areas studied; Knowledge is applied to the design and conduct of comprehensive management studies where the boundaries are extremely broad and difficult to determine in advance and the actual limits of the project are developed as the study proceeds; Ability to plan, organize, develop studies or projects and negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial USAFCENT, Service, Joint Staff, or DOD resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming and strategic planning actions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of qualitative and quantitative techniques to apply management engineering principles, concepts, methodologies, and financial management directives, concepts, procedures, guidance, and policy.
  2. Knowledge of the organization, programs, missions, and functions of the agency's organizations to conduct studies to determine manning and skill levels to staff installation activities.
  3. Knowledge of management principles and techniques pertaining to program resources as they relate to organizational realignment and/or closure, outsourcing, and privatization studies.
  4. Skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations.
  5. Ability to lead, manage, supervise a subordinate staff; and to communicate effectively, both orally and in writing.
  6. Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
