Evaluates day-to-day airfield operations to ensure safe, efficient and effective use of airfield operations/services. Maintains situational awareness of airfield activities.
Inspects and/or checks the airfield for flying safety hazards to Include compliance with airfield criteria, aircraft foreign object damage and bird aircraft strike hazards (BASH).
Responds to aircraft emergencies, accidents, and Incidents on the airfield.
Functions as the shift leader when designated by the Airfield Manager and is expected to use available resources and make sound judgment and timely decisions.

Position Is a Designated Testing Position subject to random drug testing.
Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays. The work may require irregular hours of work, rotating shifts and rest days, with periods of high stress.
Shift work and emergency overtime may be required and work requires incumbent to go outside in all types of weather conditions to inspect the airfield.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Creditable general experience is described as: serving as an Airfield Management Shift Lead that evaluates the day-to-day airfield management operations and maintains situational awareness of airfield activities and keeps the Airfield Manager informed of any conditions that may affect the safety of the airfield while providing flight services to the aircrews as requested and provide pilots with a variety of critical information for planning and conducting safe flight as requested.
- Reviews and issues Notices to Airman Bird Watch condition, airfield construction, Navigational Aids status, Aircraft rescue and firefighting capability.
- Conducts ongoing airfield inspections/checks including FOD Inspections, re-opening runway after in-flight emergencies and performing BASH responses.
- Conducts airfield check prior to the start of flight operations with focus on condition of runways, taxiways, aprons, airfield lighting, navigational aids and weather equipment.
- Issues NOTAMs pertaining to airfield hazards, Advises pilots, air traffic control facilities and other on/off base agencies.
- Reviews and processes requests for Prior Permission Required, ensures all are for Official Business Only (OBO) and determines if request will be granted and processed.
- Provides pilots with detailed information critical to flight safety. Reviews flight plans with pilot for accuracy, completeness and for compliance with Air Force rules and directives.
- Responds to aircraft emergencies, accidents, and incidents on the airfield. Determines are needed and they have the authority to close runways and taxiways.
- Communicates with aircrew verbally and in writing, as needed to coordinate flight schedules and keep coworkers and customers informed of changes in status.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

The ideal candidate for this role is a highly experienced and proactive Airfield Management Specialist with a proven track record of ensuring the safety, efficiency, and compliance of airfield operations. This individual is a decisive leader, capable of managing a team and making critical decisions in a fast-paced and often high-stress environment. With a comprehensive understanding of airfield regulations and procedures, this candidate is adept at identifying and mitigating risks, coordinating with multiple agencies, and ensuring the seamless flow of air traffic.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Practical knowledge of Industry and AF airfield management operations practices, procedures and the established regulations, requirements and techniques related to the airfield management program.
2. Practical knowledge of airfields such as condition of runways, taxiways, aprons, operational status of airfield support facilities (airfield lighting, barriers, navigational aids, etc.) and obstacles that are violations to airfield standards and safety issues that may restrict aircraft operations and issuance of NOTAMs.
3. Practical knowledge and understanding of airfield manuals, instructions and procedures to conduct airfield inspections.
4. Practical knowledge of aerial navigation and aviation techniques, flight operations, flight planning rules, practices and procedures to develop/change flight plans worldwide. Practical knowledge of flight operations, visual and instrument flight rules, FAA regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, flight characteristics and systems of several types of aircraft (aircraft altitude/airspeed capabilities, aircraft systems malfunctions) knowledge of flight safety, knowledge of exercise and contingency operations.
5. Ability to act decisively in emergency situations. Ability to communicate effectively and tactfully with military and civilians of all ranks.
6. Ability to operate various communications devices such as radio, desktop computer, intercoms, etc., and knowledge of procedures for message and report preparation and notification procedures.
