Summary
You will serve as a technical liaison between the Additive and Subtractive Manufacturing Branch (621) and Advanced Manufacturing Branch (Code 618)
of CARDEROCK DIV NS.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
Current permanent employees of UIC 00167, DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles and DoD Retained Grade Preference eligibles, and VEOA eligibles.
You will serve as a technical liaison between the Additive and Subtractive Manufacturing Branch (621) and Advanced Manufacturing Branch (Code 618), collaborating with both to maximize system uptime and mission completion.
You will coordinate 618 technicians in collaboration with the 618 Branch Head and Team Leads and assists in the prioritization and distribution of tasking between 618 and 621.
You will serve as a subject matter expert in the design, development and fabrication of additive and subtractive machining (hybrid systems) of Naval Systems (e.g hydrodynamic and ship signature models).
You will act as a technical representative, capable of manufacturing scaled, specific designed, close tolerance, additive/machined (hybrid) or fabricated research and development platforms and models.
You will develop and document innovative approaches and methods to ensure the specification called for in complex designs or manufacturing proposals are meet or exceeded within the time frame allocated for fabrication.
You will represent the organization at meetings or conferences related to his/her specialty area and brief higher-level management on status of the work.
You will document new programs and processes to ensure setups can be duplicated and overall production time is optimized.
You will, through oversight, ensure quality of parts produced adhere to the code 621 Quality Control Quality Assurance policies.
You will mentor and share expertise and knowledge with personnel and serve as a technical point of contact for machining operations.
You will use in depth knowledge to protect against potential damage or injury to personnel for all code 621 equipment. You will schedule, coordinate, and oversee maintenance, calibration, repairs and replacements for 618 / 621 work related equipment.
You will identify and in many cases resolve employee issues and complaints in support of the first line supervisor. This role can include furthering Equal Employment Opportunity (EEO) and Affirmative Action Program (AAP) goals and objectives.
You will track the progress of the work, accepts or rejects the work and evaluates the performance of the employees and provide feedback to the Branch Head and develop and implement measures to improve the quality of the work.
You will work closely with Project Engineers/Project leads to develop fabrication requirement and specification documents to support ship and submarine development programs and act as a prime contact with managers and supervisors within the Division.
You will provide information and advice to the Fabrication and Technical Support Additive and Subtractive Manufacturing Branch Head when the work of the group impacts efforts of other Fabrication and Technical Support Division Branches.
You will review all incoming work projects to determine completeness of data, and the ability for the design to be fabricated.
You will interface with the Branch Head, Planner and Estimator and the Manufacturing Engineer to ensure drawings are complete and product can be produced to an acceptable standard.
You will develop / oversee the design and implementation of jigs and fixturing, subtractive machining processes, and tooling needed to perform most critical shop tasks. Setup and oversee machining tasks for lower skilled employees.
You will participate in project meetings and evaluation committees that determine the test design, assimilate test requirements, or evaluate manufacturing and cost restrictions.
You will develop / oversee the selection of additive manufacturing processes and material selection, finishing processes and assembly techniques.
You will fabricate complex models and components utilizing Additive and Subtractive Manufacturing.
Must be determined suitable for federal employment.

The incumbent is occasionally exposed to high work and confined space. However, the hardship is reduced through the use of standard operating procedures and /or safety equipment.
The incumbent may be exposed to sharp objects and pointed objects which may cause lacerations or puncture wounds.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: supporting mechanical engineering efforts for the design, fabrication, integration, and testing of experimental systems and advanced prototypes; developing and documenting technical methods and processes to support ship and submarine development programs; and partnering with project engineers on fabrication and design requirements including identifying, evaluating and recommending alternative designs.

The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $158,322).
