Duties

Help

  • Plans, organizes, and directs the activities of the 15th Maintenance Group's Programs and Resources, ensuring that the 15th Maintenance Group complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities. Provides technical and administrative supervision over a workforce of civilian and military employees.
  • Represents the 15th Maintenance Group with a variety of installation and functional area organizations.
  • Provides maintenance support for deployment requirements.
  • Represents Maintenance Operations at conferences, working groups, management reviews as well as with a variety of installation and functional area organizations.

  • Direct Deposit: All federal employees are required to have direct deposit.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • May be required to work unusual tour of duty or extended hours during emergencies or surge scenarios, or in support of deployments
  • Incumbent must possess and maintain a Top-Secret clearance
  • Incumbent is subject to recalls to work including during sever weather conditions when the installation is otherwise closed in order to support a deployment of personnel or materials
  • Must have or obtain a valid driver’s license prior to entry on duty and maintain it while assigned to this position
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement
  • A pre-employment drug testing (urinalysis) is required as a condition of employment

Qualifications

CONDITIONS OF EMPLOYMENT (cont)IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of Air Force air transportation/logistics concepts, principles, practices, procedures, regulations, and laws applicable to a full range of management responsibilities along with the ability to conduct significant interpretation of regulations for application to achieve national security readiness requirements for the squadron. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve management issues or problems. Knowledge of a wide range of logistics concepts in transportation and air terminal operations planning to provide technical guidance to the development of program goals, plans, policies, procedures, and work plans dealing with the development of squadron strategic visions, to evaluate overall process effectiveness, and to recommend methods to help the squadron optimize use of resources and maximize efficiency and effectiveness. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and recommend improvements. Ability to apply knowledge to develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, and procedures for administering programs and guidelines. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.

EDUCATION:
Successfully completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of concepts, principles, and practices relating to facility management, logistics management, manpower, logistics support plans and agreements, deployment readiness, contingency planning and operations and management information systems.
2. Knowledge of personnel management, EEO, Health, safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing with senior officials from a broad array of activities, including federal and local government, and industry.
5. Knowledge of a wide range of deployment concepts used to support exercise, contingency, and bed down operations to included Time-Phased Force and Deployment Data (TPFDD), Aerospace Expeditionary Forces (AEF) steady state taskings, AEF TPFDD libraries, related Deployment Requirements Manning Document (DRMD) taskings, and deployment/ employment taskings.
6. Knowledge of a wide range of maintenance concepts, principles, techniques and operations used in the analysis and planning of maintenance resources, workload, deployment strategies, etc.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
