Duties

Help

You will:

  • Execute cradle to grave contracting ensuring compliance with legal and regulatory requirements.
  • Serve as an authoritative Agency advisor to program officials across all aspects of the acquisition process.
  • Represent the Agency and establish, develop, and maintain effective working relationships with a variety of functional area organizations.
  • Serve as a technical advisor and assistant to the First-Level Supervisor on issues pertaining to acquisitions and procurement.

You will spend more than 50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing technical leadership, staff coordination, and consultation; researching and applying legislation, regulations, and/or policies used in contracting to plan, develop, and implement major systems contracts; and planning solicitation preparation and issuance, contract negotiation, price analysis, award, administration, and/or close-out.

In addition to the requirements above, you must have (and will be required to maintain) Federal Acquisition Certification in Contracting (FAC-C) (Professional) or Department of Defense (DoD) Contracting Professional Certification.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must have (1) a bachelor’s or higher degree from an accredited or pre-accredited college or university that included or was supplemented by at least 24 semester hours in any combination of the following fields:  accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; (2) completed all mandatory training prescribed by the agency for progression to GS-13 (or equivalent) or higher level contracting positions; and (3) at least 4 years experience in contracting or related positions, at least one year of which must have been specialized experience as described above.

Structured Technical Interview - Audio Recording- In addition, you will be invited (via email) to complete a structured interview where you will audio record your response to several structured technical questions; it will take approximately one hour to complete this assessment. One or more subject matter experts will systematically review your responses to assess the degree to which your answers match the competencies required for successful performance in this position (see the Qualifications section for a list of the critical competencies being evaluated).

Work Sample-In addition, you will be invited to complete a work sample where you will be instructed to complete various tasks or respond to questions related to a realistic sample of work for this position; it will take approximately one hour to complete this assessment. One or more subject matter experts will systematically review your responses to assess the degree to which your answers match the competencies required for successful performance in this position (see the Qualifications section for a list of the critical competencies being evaluated).

Based on the assessment ratings, a score will be calculated to determine if you are among the best qualified candidates. NOTE: Cheating (including the use of a consultant or an AI tool to assist you) on any assessment may result in your removal from consideration for this job.
