As a IT PROJECT MANAGER (INFOSEC) at the GS-2210-14 some of your typical work assignments may include:

  • Serves as an expert Project Manager responsible for organizing, planning, budgeting, developing, coordinating, establishing, and directing highly complex IT and cybersecurity plans, projects, and policies to meet organizational objectives amid a rapidly evolving technological environment. The incumbent provides authoritative technical and project management expertise and ensures alignment with Department of War (DoW) strategies and IT governance processes. As a project manager, the incumbent has independent decision-making authority, possess strategic leadership capabilities, and uses an expert knowledge of IT systems, acquisition, and program management principles.
  • Serves as a key advisor to the Chief Technology Officer (CTO), advising leadership on how emerging cybersecurity architectures and new IT security developments will impact the agency's project portfolio and strategic goals. The incumbent analyzes recommendations from cybersecurity personnel to help shape mid and long-range IT investment plans and policies from a project execution perspective (cost, schedule, and risk).
  • Exercises expert leadership to create and maintain a robust IT project management discipline. Establishes new, technically sound IT methodologies and policies where precedents do not exist. Oversees all aspects of the project portfolio, including requirements analysis, security compliance and accreditation management, resource and risk management, migration strategy, quality assurance, and high-level customer liaison to ensure project alignment with agency strategic goals.
  • As a Senior Project Lead, the incumbent is responsible for leading the full lifecycle of IT projects using Agile, Waterfall, or hybrid methodologies, ensuring the delivery of capabilities that meet scope, schedule, and cost objectives. They may also serve as a senior resource to other project leads, providing mentorship and guidance on best practices.
  • Develops project charters, work breakdown structures, integrated master schedules, risk management plans, and communication strategies.
  • Provides authoritative guidance to stakeholders on all project deliverables, implementation approaches, and resource management.
  • Coordinates with cybersecurity personnel and engineering teams to ensure interoperability, scalability, and compliance with DoW standards and processes.

  • Upon entering this position, you must maintain 8140 compliance by qualifying foundationally within 9 months, and residentially within 12 months, as referenced in DoDM 8140.03.
  • This is an Acquisition Workforce position and requires certification in the Practitioner tier within 5 years and to acquire a minimum of 40 continuous learning points every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

Qualifications

You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

  • Implemented an IT project management program to establish new and technically sound IT methodologies and policies where precedents do not exist.
  • Managed all aspects of a project portfolio, including requirements analysis, security compliance and accreditation management, resource and risk management, migration strategy, quality assurance, and high-level customer liaison to ensure project alignment with agency strategic goals.
  • Lead a team of contractor support, responsible for overseeing computer network defense and conducting technical security assessment of IT systems and projects through information gathering and use of IT security tools.
  • Directed subject matter experts providing technical security guidance to system owners for system change requests and engineering projects and communicates security information to senior leadership and agency officials; develop security policies, standard operating procedures, and implementation plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
