Duties

Help
  • Analyzes and advises management on the direction, implementation, coordination, and oversight of one or more of a variety of Talent Mobility programs impacting the Department.
  • Plans and conducts special studies, personally or through team members, provides advice and solutions to managers of headquarters functions, and develops and evaluates policies in assigned areas of responsibility.
  • Leads the development, implementation, and monitoring of management information systems that focus on the Bureau’s progress in executing long - and short-range plans, implementing policies, and managing programs by tracking the accomplishment.
  • Provides oversight and coordinates the identification, analysis, and issuance of policies with managers and top-level officials of the Bureau. Advocates Bureau views and policy positions, takes note of opposing points of view, and develops reports.
  • Serves as a presenter in various settings and in small and large groups to provide information and briefings to stakeholders, employees, senior management officials, and others. Represents the Bureau at meetings and conferences as needed or directed.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. 

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience identifying methods to facilitate efficient processes that increase mobility-related retention strategies for the Department’s workforce.
  • Experience providing programmatic advice on talent mobility planning initiatives and organizational recruitment and retention strategies.

There is no substitute of education for specialized experience for the GS-13 position.

Your qualifications will be evaluated on the following competencies:

  • Knowledge of advanced management and organizational skills, including the application of a wide range of qualitative and quantitative methods, to develop processes and measurable indicators for maintaining, improving, and assessing program effectiveness.
  • Knowledge of and ability to apply HR related laws, regulations, policies and procedures.  
  • Knowledge of the Bureau’s and the Department’s structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving the Bureau’s program planning, budgeting, contracting, evaluation, or other activities related to accomplishing its mission.
  • Skill in planning, organizing, and directing team study work and negotiate effectively with management to accept and implement recommendations.
  • Ability to communicate orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management.
  • Ability to communicate in writing to interpret policy, guidance, instructions, and reports of findings and recommendations.
