Summary

You will serve as an ACQUISITION ASSISTANT PROGRAM MANAGER in the CVN Program Office (PMS 378) of PROGRAM EXECUTIVE OFFICE CARRIERS. You will assist with acquisition and development of the aircraft carrier force encompassing design, development and acquisition of future aircraft carriers, life-cycle support and modernization.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

Duties

  • You will be an Acquisition Asst Pgm Mgr for CVN 78 Class Pgm Office acquisition and contract planning, interpretations, negotiations, discussions, working groups, and advisory capacities to present and defend acquisition and contractual matters.
  • You will apply management and business principles to analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue.
  • You will provide goals, objectives, program and general guidance for operations consistent with higher level framework/guidance as well as identifying requirements and defining scope of projects which comprise the overall acquisition program.
  • You will coordinate acquisition program requirements across Congressional interest, DoD, Navy, and Industry, consulting functional experts both internally and externally, to de-conflict competing priorities and requirements to gain consensus.
  • You will serve as management advisor using discernment and judgment to address a variety of interrelated subject matter, such as financial, contractual and programmatic areas, requiring specialized ability to corroborate info into reports or records.
  • You will develop and implement overall program requirements based on new or revised legislation as well as analyze and evaluate effectiveness of program requirements throughout the lifecycle.
  • You will develop and implement improvement and efficiency strategies for programming, budgeting and procurement based on findings from key program specialists and analyst; leads efforts for these studies and analysis.
  • You will direct and evaluate complex studies and develop new methods and procedures to measure program results, and effectiveness.
  • You will demonstrate expert knowledge of program management, including financial management and contracting, in conducting long range planning and execution for acquisition, in-service support and modernization programs.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing program requirements to support the planning and execution of acquisition projects for aircraft carriers.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Positions may or may not have a control point within bands. If the position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $191,850. If your current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
