The United States Space Force (USSF) at Kirtland AFB is searching for a Military Personnel and Programs Specialist to support SSC/SD (NH-0301-03, GS-12/13 equivalent).

Description:
Are you a human resources expert passionate about shaping the careers of our nation's Guardians? We are seeking a Military Personnel and Programs Specialist to serve as the principal subject matter expert for all officer and enlisted personnel assignments within the Innovation and Prototyping Directorate (SSC/SD). In this critical role, you will manage the end-to-end assignment lifecycle, from analyzing manning requirements and projecting vacancies to executing final placements.

Your day-to-day will involve providing vital career counseling to service members, offering expert advice on assignment policies to all levels of leadership, and developing strategic solutions to complex manning challenges. You will be the key point of contact for assignment policy issues, interact directly with senior leaders, and ensure our organization's force is optimally aligned to meet current and future mission demands at Kirtland AFB, NM. Ideal Candidate:
An ideal candidate will be a subject matter expert with a strong background in military human resources management, particularly concerning personnel assignments. They should possess:
- In-depth knowledge of military HR concepts, directives, and practices.
- Proven ability to analyze and interpret complex HR policies and regulations.
- Experience with the Military Personnel Data System (MILPDS) and proficiency in office automation software (spreadsheets, databases, etc.).
- Strong analytical, research, and problem-solving skills to develop innovative solutions for manning challenges.
- Excellent oral and written communication skills for providing advisory services, briefing leadership, and creating documentation.


Key Skills and Abilities:
1. Knowledge of, and skill in applying, military human resources program operations, directives, procedures, concepts, practices, and techniques to manage complex problems related to officer assignments for the Air Force. Knowledge of military organizational structure, protocol, and similar matters. Ability to analyze and interpret military human resources policies and procedures pertaining to officer assignments to determine impact of changes to regulations, policies and procedures on the program.
2. Knowledge of military human resources principles, concepts, legal requirements and methodology to gather facts, respond to questions, ensure regulatory compliance and provide advisory services. Ability to communicate, both orally and in writing.
3. Knowledge of, and skill in applying, military human resources analytical and evaluative methods and techniques and skill in conducting research. Skill in identifying problems and developing innovative solutions.
4. Knowledge of the MILPDS system and of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
5. Ability to analyze and interpret military human resources policies and procedures pertaining to officer assignments to determine impact of changes to regulations, policies and procedures on the program.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / Relocation funding is not authorized.
  • Subject to TDY 15 days per year.
