Duties

Help

Directs the work of subordinate employees and/or managers for multiple organizational units/project/programs and across multiple function and/or disciplines within a major subdivision.

Duties typically include: strategic planning, communicating the organization’s vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, coaching and developing staff and organizational capabilities, approving leave, and taking, recommending, or approving corrective/disciplinary action, as appropriate.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the organization.

• Collects, assembles, and analyzes relevant data for planning development.

• Supports the formulation of Service Area input to the Flight Plan, Strategic Management Plan (SMP), and service unit business/operations plans.

•Assists with translating corporate business and operations plans into Service Area work plans.

• Tracks progress against national and Service Area plans and reports status.

• Reviews all relevant service unit plans and ensures that they are coordinated and horizontally integrated within the Service Area.

• Serves as a customer entry point and Service Area focal point for all external requirements.

• Coordinates and integrates external customer requirements within the service units.

• Collects, consolidates, and analyzes requirements to formulate F&E and Ops budget needs.

• Serves as an advocate for the Service Area to obtain funding.

• Conducts budget planning and analysis.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Individual an organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.

Work activities typically impact directly on project/program objectives for more than one organizational unit and for the major subdivision. Work frequently affects the major subdivision's internal and external customers.

  • Security Requirement: Moderate Risk (5). This position requires completion and favorable adjudication of a background investigation prior to appointment, unless a waiver is obtained. Subject to a 5 year period reinvestigation.

Specialized Experience

Candidates must have one year (52 weeks) of specialized experience equivalent to the (FV-J or FG/GS-14) level that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience includes:

• Program and project management experience in federal programs involving acquisition, deployment, sustainment, improvement of facilities using capital investment program funding. Specialized aviation technical knowledge, skills, and abilities; and project management skills are required. Specialized experience may include but is not limited to: technical experience involving the installation, deployment, or establishment of NAS components, facilities, or systems.
