HRA/OCHCO is seeking senior Project Manager positions responsible for designing, overseeing, and integrating major human capital initiatives that affect operations across the Department. Performing complex analytical, evaluative, and policy-based work to support enterprise compliance, improve program accuracy, and ensure standardized implementation. Responsibilities may include guiding sensitive HR program reviews, shaping transformation strategies, managing workflows, assessing policy impacts, advising senior leaders, preparing governance documents, and utilizing enterprise HR and project systems. These roles are ideal for forward-thinking, highly skilled professionals who can navigate complex, cross-functional challenges in a dynamic, mission-driven environment.

Major Duties

  • Leads the design, strategy, and execution of enterprise human capital transformation initiatives, establishing long-term project plans, priorities, governance structures, and performance measures aligned with OCHCO and departmental objectives.
  • Provides expert consultation to senior leaders on complex project, policy, and operational issues; conducts analyses, recommends solutions, and facilitates enterprise decision-making to address cross-cutting HR challenges.
  • Directs multi-disciplinary teams and collaborates with HR functional areas, business owners, IT partners, and executives to ensure effective integration, risk mitigation, stakeholder alignment, and successful implementation of modernization efforts.
  • Oversees project compliance with federal human capital statutes, regulations, and internal governance; develops and delivers authoritative reports, policy impact assessments, executive briefings, and documentation supporting oversight and enterprise accountability.
  • Leads enterprise evaluations, change management strategies, and continuous improvement efforts to strengthen HR capabilities, enhance service delivery, and drive adoption of modernized processes, systems, and workforce solutions across the Department.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm; or as negotiated.

These positions provide seasoned Project Managers with the opportunity to lead critical enterprise HR initiatives through advanced analytical, strategic, and technical contributions. Selectees will guide efforts across key human capital domains-such as strategic workforce planning, organizational performance, policy development, compliance, and change management-ensuring enterprise alignment and adherence to standards. Successful candidates will apply sophisticated evaluative methods, project leadership expertise, and strategic insight to enhance the effectiveness, efficiency, and mission alignment of HR programs across the Department.

Serve as a senior Project Manager within the Office of Human Resources and Administration, Office of the Chief Human Capital Officer (OCHCO), responsible for leading high-visibility, enterprise-wide human capital transformation initiatives. The position requires expert-level knowledge of project and program management principles; extensive understanding of federal human capital laws, regulations, policies, and operations; and the ability to guide cross-organizational efforts that modernize and integrate HR service delivery across the Department.

Providing authoritative project leadership, strategic guidance, and consultative support for initiatives that address complex workforce, policy, technology, and operational challenges. Work involves establishing long-range plans, defining enterprise project strategies, negotiating priorities with senior leaders, resolving multifaceted issues, and ensuring the successful implementation of modernization efforts that advance OCHCO's strategic mission. The position operates with a high degree of independence and is expected to influence the enterprise's direction, drive the adoption of new HR models, and ensure consistency, accountability, and measurable impact across the organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
