Duties

Help

The primary purpose of this position is: Serve as the lead local planner for AF buildup activities on Guam supporting military realignments and as the principal liaison for other Services* related activities, a multi-billion dollar enterprise. Also serve as subject matter expert for operational and conceptual plans for a warfighting, forward-located wing affecting AF operations in the vital Asia-Pacific region.

Duties:

  • Advises, coordinates and collaborates with HQ Pacific Air Forces (PACAF), HQ Air Force, HQ Marine Forces Pacific, Naval Facilities and Engineering Command and HQ Air Mobility Command (AMC) with regard to the Guam Strike, PACAF Regional Training Center, USMC Aviation Combat Element, and AMC Complex programs of record.
  • Serves as the focal point for all operational plans (OPLANs), conceptual plans (CONPLANs) and crisis action planning requirements affecting the 36th Wing.
  • Directly supports AF general officer who serves concurrently as 36 WG/CC, AAFB Commanding Officer and Deputy Commander, Joint Region Marianas. As assigned, manages projects in support of DV visits, higher HQ or Congressional inquiries, site surveys and other high-profile tasks.
  • In accordance with the Joint Region Marianas Memorandum of Agreement (MOA) and the Joint Management Oversight Structure, assists the AAFB project lead in researching, organizing, and informing Joint Region Partnership Council (JRPC) decision making.

This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test.

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.



In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343.


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the laws, regulations, command directives and issues related to: military construction planning, programming, and resourcing, to include the Congressional oversight functions; new mission beddown; operational planning and execution; and the critical infrastructure protection program. Has the skill to apply this knowledge to a variety of difficult work assignments dealing with complex issues involving multiple stakeholders, both within and outside AF and DoD.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Mastery knowledge of military construction planning and various Service buildup plans for Guam, to include their relationship to DoD Component priorities, Congressional concerns and the Office of the Secretary of Defense's Planning, Programming and Budgeting System.
  • Expert knowledge of joint operational planning, specifically how OPLANs and CONPLANs are developed and implemented at the operational and tactical unit level.
  • Knowledge of various military component organizational structures and command relationships to allow for effective planning and coordination.
  • Knowledge of the Base Realignment and Closure Commission 2005 provisions regarding joint basing, as well as the Office of the Secretary of Defense's Joint Basing Implementation Guidance.
  • Demonstrated expertise in the ability to gather, assemble, and analyze facts, draw conclusions, conduct analyses, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision making.
  • Ability to communicate effectively both orally and in writing; negotiate complex issues; develop a robust counterpart network and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
