Duties

Help

  1. Develop, implements, and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
  2. Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
  3. Reviews and directs the progress of contractors in meeting program objectives.
  4. Represents the organization at executive levels within the Government and to contractor/industry representatives.
  5. Prepares, presents, defends, and interprets staff studies to the Program Director and /or other management officials.

Qualifications

SPECIALIZED EXPERIENCE: I have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as assisting with achieving, demonstrating, and maintaining the key acquisition and/or support requirements; taking and displaying personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; possessing an operational understanding of organizational goals and priorities and fully complying with administrative policies, regulations and procedures when performing job operations; and monitoring and influencing cost parameters of work, tasks, and projects, ensuring an optimum balance between cost and value.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Business and Industry Series, 1101.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
  2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
  3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
  4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
  5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
  6. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.

Desirable Qualifications:
Air Force Metrology and Calibration program experience, USAF Precision Management Equipment Laboratory (PMEL) experience or other DoW PMEL equivalent experience desired. PMEL MAJCOM Functional Management and above, and/or operation of a Primary Standards laboratory experience highly desired.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
