Duties

Help
  • Leads coordination to align Cyber civilian workforce requirements, hiring actions, and talent management initiatives with USCYBERCOM objectives.
  • Represents CTMO in enterprise-level civilian personnel and manpower forums.
  • Ensures consistent interpretation and application of DoD civilian workforce policies, CES authorities, and hiring flexibilities.
  • Formulates strategic plan, policies, and procedures for liaison program to support Cyber Talent Management Organization (CTMO) programs, plans, and initiatives with respect to target audiences.
  • Provides direct and daily senior level interface with Office of Secretary of Defense (OSD), joint staff, interagency, and other organizations to facilitate constant dialogue between CTMO and Washington DC.
  • Incumbent is empowered to exercise considerable initiative and discretion in engaging with senior officials to address items of Cyber Command interest or to deal with sensitive issues of direct concern to Cyber Command leaders.
  • Identifies gaps, risks, and bottlenecks in civilian workforce planning and recommends mitigation strategies.
  • Tracks hiring progress, identifies delays, and coordinates corrective actions across Service civilian HR channels.
  • Through visits, correspondence, and consideration of problems, determines adequacy of the guidelines developed and provides guidance for further refinement.
  • Advises on impacts of legislative, regulatory, or organizational changes affecting the Cyber civilian workforce.
  • Evaluates and makes recommendations concerning personnel, fiscal, and materiel resources necessary to accomplish the joint, interagency, and international coordination function required of CTMO.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

One year of specialized experience would be demonstrated by: 1) Reviewing policies across agencies to determine the appropriate implementation procedures; AND 2) Analyzing the gaps in workforce planning components such as hiring actions, budgets, training and development, or organizational structures; AND 3) Navigating controversial issues among various staff members to help maintain working relationships; AND 4) Providing official correspondence to internal and external offices on policy interpretation.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
